The job holder will contribute to and lead the management and assessment of selected low to medium risk prisoners and prepare, implement, review and evaluate their sentence plans with them. The job holder will build effective, appropriate and supportive relationships with prisoners, with the aim of reducing re‑offending. The job holder will act in a supportive role only to probation officers in the case management of medium to high risk prisoners.
Responsibilities
* Supervise, manage and control prisoners safely and securely.
* Apply and conform to national and local policies.
* Establish and maintain professional relationships with prisoners and staff.
* Maintain, update and use systems in line with local agreements and statutory requirements.
* Prepare documentation for managers and contribute to relevant meetings.
* Exercise the powers of a constable; conduct searches on prisoners, staff and visitors.
* Undertake ‘first on scene’ incident response and external escort duties.
* Assess and manage risk posed by offenders to protect victims of crime and the public by providing information and advice to other agencies.
* Supervise offenders during custodial sentences and contribute to risk management.
* Support probation officers in case management of high‑risk prisoners when required.
* Act as ACCT case manager where appropriate and participate in ACCT and violence reduction programmes.
* Interview prisoners, set and review targets, update case management notes and use Offender Assessment System (OASys) to identify risks.
* Lead sentence planning meetings, coordinate activities within the sentence plan, encourage participation in education and interventions.
* Provide professional advice and written reports to criminal justice agencies and partner organisations.
* Maintain liaison with Community Offender Managers on ROTL and HDC, recommend suitability for early release.
* Support community offender managers with delivery of plans to enable re‑release of recalled prisoners.
* Complete all paperwork, including lifer and ISP paperwork within relevant time‑frames.
* Notify senior management of prisoners with significant concerns on behaviour, suicide risk or other serious issues.
* Attend MAPPA boards and collaborate with external agencies to protect the public when releasing MAPPA prisoners.
* Liaise with Foreign National Department or UK Border Agency for foreign national prisoners.
* Instigate child contact checks and share safeguarding information.
* Act as resettlement advisor, develop links between programmes and prisoner progress.
* Work collaboratively with colleagues and maintain effective team relationships with key workers.
* Model pro‑social behaviour, reinforce positive attitudes, challenge anti‑social behaviour.
* Use computer‑based systems to produce, update and maintain records within agreed time‑frames.
* Work within the aims and values of HMPPS.
Qualifications & Experience
* Competent custodial procedures, including dynamic risk assessments.
* Experience working with diverse populations, exercising tact and discretion.
* Understanding of factors related to offending such as substance misuse and accommodation issues.
* Commitment to case‑management principles.
* Knowledge of risk management and risk‑assessment tools and their impact on victims.
* Experience in planning and coordinating work.
* Ability to motivate and change behaviour in groups or individuals.
* Experience working with diverse communities, promoting equality and valuing diversity.
* Knowledge of criminal‑justice system operations.
* Experience working with people who have committed offences.
* Relevant staff training: Women Awareness Staff Training (if in a female establishment), Juvenile Awareness Staff Programme and child protection training (if in a juvenile establishment).
* Working knowledge of relevant legislation and national standards.
* Knowledge of evidence‑based practice and risk‑resource needs assessment tools.
Technical & Training Requirements
* Successful completion of POELT and probation period.
* Custodial Care NVQ Level 3.
* Training in restraint techniques.
* Higher level academic qualifications desirable.
* Assessment for suitability to work with young people if transferred to a Young Persons establishment.
Working Pattern & Pay
* Standard 37 hour week, excluding breaks.
* Regular unsocial hours outside 0700–1900 Monday–Friday; additional pay of 17‑20 % for unsocial shifts.
