We are seeking an experienced Senior Commercial Estates Manager to lead the effective management, compliance, and operational performance of a diverse commercial property portfolio across Norfolk.

About the Role
The Senior Commercial Estates Manager will play a pivotal role in ensuring the organisation’s property portfolio is maintained to a high standard, safe, compliant, and managed in line with best practice. You will oversee day‑to‑day estate management, drive operational excellence, lead on compliance, and support strategic asset management activities.
In addition, you will lead, mentor, and develop the Property Team - setting expectations, supporting performance, and fostering a culture of accountability, service excellence, and continuous improvement. This role is central to delivering exceptional service to tenants, customers, and stakeholders across the Group.
Key Responsibilities
* Lead, manage, and support the Property Team across all areas of property management
* Provide coaching, guidance, and clear decision‑making support
* Allocate work, set priorities, and ensure deadlines and standards are met
* Build a positive team culture focused on service delivery and continuous improvement
* Work closely with the Group Head of Property to deliver departmental and organisational objectives
* Oversee all professional estate management activities, including:
* Lease renewals
* Rent reviews
* Liaison with external letting agents
* Service charge management (with Facilities Management and Finance)
* Tenant alienation and works requests
* Property inspections and dilapidations
* Credit control activities (in partnership with internal teams)
* Manage a designated number of key assets within the portfolio
Property Asset Management
* Support the strategic and operational management of the commercial property portfolio
* Hold direct management responsibility for several buildings within the estate
Property Operations & Maintenance
* Oversee day‑to‑day property operations to ensure buildings are safe, compliant, and well‑maintained
* Manage planned and reactive maintenance programmes
* Coordinate essential building services including cleaning, security, utilities, waste management, and more
Compliance, Health & Safety
* Ensure full compliance with statutory and regulatory requirements including fire, electrical, gas, asbestos, and water hygiene
* Conduct inspections, audits, risk assessments, and drive corrective actions
* Maintain accurate compliance documentation and promote safe working practices
* Procure, manage, and monitor all contractors and service providers
* Lead tender processes, contract renewals, and negotiations
* Evaluate contractor performance and resolve issues promptly
Financial & Budget Responsibilities
* Manage operational budgets effectively
* Support financial forecasting, long‑term maintenance planning, and capital expenditure proposals
* Ensure procurement decisions follow financial procedures and demonstrate commercial awareness
* Build strong working relationships with internal teams, tenants, and external partners
* Resolve property‑related issues professionally and quickly
* Provide clear communication around maintenance works and service disruptions
Service Improvement & Strategic Support
* Contribute to shaping and delivering the Group’s property strategy
* Identify opportunities to improve processes, compliance, and service delivery
* Lead or support refurbishment, improvement, and reconfiguration projects
Reporting & Record Keeping
* Maintain accurate property data including compliance records, maintenance logs, lease details, and asset information
* Prepare clear, informative reports for senior management
* Chartered Surveyor status (MRICS/FRICS)
* Proven experience managing and developing a team
* Strong leadership skills with the ability to motivate and set clear expectations
* Experience managing commercial landlord and tenant relationships
* Ability to handle difficult conversations and resolve complex issues effectively
* Strong organisational and planning skills across multiple sites
* Excellent budget management and cost‑control capabilities
* Experience managing contractors and service providers
* Skilled in decision‑making, delegation, and problem‑solving
* Knowledge of asset management principles
* Ability to interpret technical reports and compliance data
* Strong understanding of statutory compliance and health & safety
* Customer‑focused approach with a commitment to high‑quality service
* Experience in planned/reactive maintenance programmes
* Experience managing refurbishment or capital works projects
* Understanding of sustainability standards and energy efficiency initiatives
* Additional health & safety qualifications
Salary: £70,000 - £75,000 a year
