Description
Job Purpose
The Interim Asset Management Lead is responsible for developing, maintaining and owning a 5‑year Housing Asset Investment Plan.
The role brings together intelligence from housing services, stock condition data, fire and building safety programmes, and regulatory requirements to translate need into a prioritised, costed and deliverable investment plan. The plan must be sufficiently developed to enable effective handover to capital delivery teams for implementation, while maintaining clear accountability and outcomes.
The postholder will provide professional leadership on housing asset management, ensuring investment decisions support statutory compliance, resident safety, service priorities and long‑term value for money.
Specific Accountabilities:
Strategic Asset Planning
Lead the development and ongoing review of a 5‑year Housing Asset Investment Plan, covering all major components, compliance programmes and planned improvements.
Translate corporate, housing and regulatory priorities into a clear, evidence-based investment strategy.‑based investment strategy.
Ensure the plan balances safety, compliance, stock condition, resident outcomes and financial sustainability.
Maintain clear assumptions, risks and dependencies within the plan to support decision making and delivery..Data, Intelligence and Evidence
Own the Council's stock condition survey programme, working closely with the Data Team to ensure that asset data is accurate, up to date and fit for strategic planning and handover to delivery teams.
Use data to model investment scenarios, risks and long‑term liabilities.Safety and Compliance
Embed fire safety, building safety and statutory compliance requirements as a core driver of investment planning.
Work closely with fire safety, building safety and compliance leads to ensure actions are fully reflected, prioritised and costed within the investment plan.
Ensure alignment with relevant legislation, regulatory standards and best practice guidance.Stakeholder Engagement
Work collaboratively with Housing Management, Compliance, Finance and Capital Delivery teams to develop an agreed and deliverable programme.
Act as the key professional interface between asset planning and delivery, ensuring investment intent is clearly understood.
Provide clear advice and reports to senior officers and Members on asset investment priorities, risks and performance.Handover to Delivery
Develop investment plans to a level of detail that enables effective mobilisation and delivery, including:
Scope definitions
Prioritisation logic
Cost profiles and phasing
Dependencies and constraints
Support smooth transition of programmes into delivery, resolving issues around scope, data or assumptions as required.Financial and Value for Money
Work with Finance to align asset investment plans to HRA business planning and capital funding availability.Experience:
Substantial experience of housing asset management within a local authority or registered provider
Proven experience of developing medium term (3-5 year) asset investment plans‑term (3-5 year) asset investment plans
Strong understanding of housing stock condition, lifecycle planning and planned maintenance
