Maintenance Supervisor (Residential Estate)

We are looking for a maintenance supervisor to join the Direct Labour Organisation (DLO) in the Estates department. Working in a fast-paced environment where no two days are the same, you will be helping to deliver an excellent maintenance service direct to our customers.

In This Role, You Will

* Be responsible for the day-to-day operational management of a small multi disciplined team
* Act as an authorised person (AP) in accordance with Cardiff Universities approved policies, procedures, statutory and technical guidelines.
* Provide detailed advice and guidance on all maintenance repairs.
* Ensuring all planned, reactive and out of hours maintenance works are completed safely, cost effectively and to the agreed Key Performance Indicators and Service Level Agreements.
* Ensure operatives and contractors comply with all relevant health and safety legislation, policies and procedures.
* Establish basic trends and patterns in maintenance activities, aiding the creation of works in progress and other reports as appropriate.
* Interrogate and utilise estates maintenance systems to aid in making informed decisions on repairs.
* Gather estimates from framework contractors for maintenance repairs and deliver specific small-scale projects from inception through to completion.
* Establish working relationships with key customers to help improve service levels.
* Manage critical and essential material stock levels. Maintaining tools, equipment, and vehicles, taking responsibility for the upkeep of asset registers.

We’d like to hear from you if you:

* Hold a recognised apprenticeship in City and Guilds/NVQ level 3 or equivalent in Fabric, plumbing and or a mechanical discipline/HVAC.
* Have extensive experience and knowledge of systems in a similar environment, associated within a trade specific role.
* Good understanding of job specific General Health and Safety in the workplace including risk assessments and method statements
* Experience of managing workloads, prioritising within set Service Level Agreement’s and customer satisfaction
* Experience of managing the workload of others.
* Experience of dealing with performance and welfare issues.
* Ability to communicate detailed information effectively and professionally with a wide range of people.

Job Description

Job Purpose

The Maintenance Supervisor plays an essential role within an enthusiastic and innovative maintenance team. Overseeing and organising a team of skilled engineers and technicians delivering reactive maintenance activities, planned preventative maintenance, fault finding, and out-of-hours support for all maintenance operations and systems within their designated maintenance zone and on occasions providing support across all zones.

Duties And Responsibilities

Main duties:

* Responsible for the day-to-day operational management of a small team providing leadership and guidance for planned, reactive and emergency maintenance repairs within a designated maintenance zone.
* Act as an authorised person (AP) in accordance with approved policies, procedures, statutory and technical guidelines.
* Provide detailed advice and guidance on all maintenance repairs to internal and external customers, using judgement and creativity to suggest the most appropriate course of action where appropriate, contributing to the resolution of more complex issues.
* Manage works by optimising resources with the use of an electronic “real-time” PDA event system, ensuring all planned, reactive and out of hours maintenance works are completed safely, cost effectively and to the agreed Key Performance Indicators and Service Level Agreements.
* Ensure operatives and contractors comply with all relevant health and safety legislation, policies and procedures. Produce and check risk assessments and method statements, before carrying out maintenance and adaptation work, reporting any potentially unsafe working conditions.
* Manage and analyse data within the Computer Aided Facilities Management (CAFM) system to inform decisions, establishing basic trends and patterns in maintenance activities, aiding the creation of works in progress and other reports as appropriate.
* Interrogate and utilise other estates maintenance systems to aid in making informed decisions on repairs which includes analysing data, changing temperature controls and set timings to check the systems functions.
* Gather estimates from framework contractors for maintenance works, plan and deliver specific small-scale projects from inception through to completion.
* Manage the performance, induction and development of the team., e.g. Carrying out staff appraisals (PDR’s), ensuring staff complete mandatory and statutory training to ensure compliance. Authorisation/sign off all operative’s paperwork including timesheets, annual leave, sickness in accordance with policies and procedures. In collaboration with other Supervisors, produce the annual call out rota. Ensure staff welfare is maintained and adhered to.
* Develop, design and deliver training to the team.Establish working relationships with key customers to help improve service levels, developing appropriate communication links with building Managers, Schools/Departments and outside bodies as required.
* Manage critical and essential material stock levels. Maintaining tools, equipment, and vehicles, taking responsibility for the upkeep of asset registers.

General Duties

* Ensure that an understanding of the importance of confidentiality is applied when undertaking all duties.
* Abide by University policies on Health and Safety and Equality and Diversity (to include promoting best practice within the team)
* To attend training courses as required to maintain the ability to carry out the role.
* Perform other duties occasionally which are not included above, but which will be consistent with the role.

Person Specification

Essential Criteria

* City and Guilds/NVQ level 3 or equivalent in a specific construction trade qualification/A-Levels or equivalent.
* Extensive experience of reactive maintenance in a similar environment, for example working with a range of repairs and using a variety of materials and the ability to carry out a range of maintenance activities.
* Good understanding of job specific General Health and Safety in the workplace including risk assessments and method statement
* Experience of managing the workload of a small team, prioritisation within set SLA’s and customer satisfaction
* Have a working knowledge of maintenance/facilities management systems (CAFM) and the use of PDAs to manage workloads.
* Experience of dealing with performance and welfare issues
* Ability to communicate detailed information effectively and professionally with a wide range of people.
* Experience using personal computers and related software (e.g., e-mail, Microsoft Word, etc.)
* Ability to investigate, diagnose and solve problems using initiative and creativity, escalating as appropriate.
* Current valid driving license

Desirable Criteria

* Experience in a supervisory or management role in a similar environment
* Good working knowledge and experience in various types of maintenance activities
* Experience in using Building Energy Management Systems (BeMS) or a similar system
* Fluency in Welsh written and oral.

Additional Information

Additional Information

This is a full-time open-ended position of 35 hours per week. Hours of work normally be 0800 to 1600, with one hour for lunch.

* Overtime is a condition of employment and will be worked as and when reasonably requested. No regular level of overtime work is guaranteed.
* The Estates & Campus Facilities department operates a formal stand-by and call-out rota, where you will be required to participate in this scheme as part of your duties. Payment is made when on these duties.
* To undertake any other duties as from time to time may be required commensurate with the grade of the post
* To be available to attend annual Health Surveillance assessments.
