As Director of Planning and Development, you will play a pivotal role in shaping the future of the city’s built environment. You will lead the creation of a new Birmingham Local Plan, aligning it with key strategies on housing, economy, skills, and sustainability. Alongside this, you’ll oversee the city’s planning control function—ensuring decisions are made effectively, transparently, and in support of high-quality, inclusive development. Working with developers, investors, elected members, and regional and national partners, you will champion design excellence, drive inward investment, and ensure Birmingham’s planning system delivers the homes, jobs, and infrastructure needed for the future. This role offers the opportunity to influence city-shaping projects, from HS2 to major regeneration zones, while ensuring that planning policy and delivery reflect the needs of residents and communities across Birmingham. Duties and Responsibilities Lead the preparation and delivery of the Birmingham Local Plan, ensuring it aligns with corporate strategies and secures inclusive growth. Oversee all aspects of planning control, including applications, appeals, enforcement, and Planning Committee, driving continuous improvement and efficiency. Champion design quality and placemaking, ensuring architecture, public realm, conservation, and sustainability are at the heart of development. Provide senior leadership on major development initiatives such as Langley & Peddimore, Sports Quarter, HS2, and growth zones across the city. Act as the Council’s lead contact for developers, investors, and key stakeholders, clearly articulating Birmingham’s growth ambitions. Secure optimal financial, social, and environmental outcomes from planning policy and decisions. Ensure planning advice and decisions reflect the Council’s climate, sustainability, and infrastructure objectives. Represent Birmingham at regional and national level, strengthening the city’s reputation as a place for sustainable and high-quality development. Lead, inspire, and develop a team of planning professionals, embedding a culture of accountability, innovation, and delivery at pace. Advise and support Cabinet Members, senior officers, and Commissioners on planning policy, applications, and major development activity. Work collaboratively across directorates and with partners such as WMCA, Homes England, and Government departments to secure investment and deliver projects of city and national significance. Maintain oversight of national planning policy developments, ensuring Birmingham responds proactively to opportunities and challenges.
