STRABAG UK is expanding its already growing presence in the Buildings sector, supporting the delivery of key Industrial, Logistics and Steel structure projects across the UK.
Role Overview
* As part of the Preconstruction and Business Development team, lead and manage internal and external resources to deliver profitable, de‑risked, winning bids on time and to the highest quality whilst listening to our client needs, maintaining external relationships and always ensuring compliance with company governance processes throughout.
* Develop and manage win strategies, resource plans and bid budgets, and manage people and processes from initial market engagement, pre‑qualification, and tender stages. The role encompasses overall control, challenge and leadership of the bid teams, programme, design and estimation reviews, chance and risk compilation, including liaison with the senior managers, client and external stakeholders, whilst leading the development and incorporation of the win strategies throughout the process.

Requirements
* Manage the bid process and resources with a high degree of commercial acumen and skill.
* Plan and manage all aspects of bids providing subject matter expertise and management and direction to all staff, promoting integration of all disciplines through accurate reporting and regular internal communication and feedback both up and down the line management structure.
* Establish and incorporate winning strategies and written plans for quality‑led bids, constantly reinforcing and delivery the customer first ethic.
* Lead and contribute reviewing of prequalification documents and tenders.
* Effective management, capable of controlling numerous projects at different stages, with tender values of up to £500 million, in addition to the line management and overseeing of other Bid Managers workload.
* Close commercial, planning and design liaison, working alongside and managing the design, planning, estimating and production teams, combined with input into the overall management of the project.
* Lead and create detailed documents to convey both the technical and commercial aspects of the bid, weaving in the win strategies for the final submission, and shaping the final submission from day one.
* Communicate effectively internally within the group and its departments and externally with clients, designers and other stakeholders, keeping everyone informed throughout the process, with a ‘no surprise’ culture.
* Technically review pre‑contract documents.
* Produce and execute value engineering ideas throughout the process.
* Be fully conversant with all construction related policies and directives from health and safety to CDM.
* Lead and contribute to project co‑ordination meetings.
* Contribute to the planning of activities through development of the programme.
* Work with technical and commercial teams to ensure compliance with governance requirements.
* Bring the overall final bid together in a timely manner that aligns with the win strategy, provides the best price and programme and ensuring compliance with our client’s needs and our companies governance.
* Take an active part in Business Development.
* Facilitate lessons learnt and ensure best practice is implemented for continuous improvement.
Qualifications
* Degree in Engineering, Construction, Quantity Surveying, Business or related discipline.
* Extensive leadership of preconstruction across multi‑disciplinary bids (£20m–£300m+), including two‑stage and framework call‑offs.
* Proven experience within the Build sector.
* Strong commercial and contractual literacy (NEC/JCT; JV/FIDIC exposure advantageous); risk, insurance and bonding.
* Deep understanding of estimating, cost planning, planning and buildability; proven ability to protect margin through target value design.
* Track record of managing client and operator relationships at senior levels (Partnership / Appreciation).
* CDM 2015, Safety by Design and quality assurance understanding; ability to embed HSSE in pre‑award stages.
* Digital/BIM fluency and ISO 19650 awareness; competence with common data environments and 4D/tender planning tools.
* Track record of leading and coaching regional/bid teams; building capability and consistent standards.
* Ability to align Central Services expertise with operational delivery requirements (Partnership / Reliability).
* Excellent communication and influencing skills; credible with clients, consultants, partners and supply chain at senior level.
Desirable
* Chartered status (CIOB / RICS / ICE / CEng) or progress toward it.
* FIDIC/JV contracting experience; experience of alliancing and target cost models.
* Demonstrable experience of ECI/two‑stage procurement and pre‑services agreements.
* Knowledge of carbon accounting (LCA/LCC), social value measurement and ED&I in bids.
* Advanced data skills (Power BI or equivalent) for pipeline, win/loss and variance analysis.
