With 1 million people relying on the services provided by Birmingham City Council every single day, we need a forward thinking and highly skilled Finance team. It’s a packed agenda and we need a Qualified Management Accountant to join our Corporate Financial Strategy Team. Our team is at the heart of Finance in the City Council, involved in setting the annual budget, refreshing the medium term financial position, and monitoring revenue expenditure and resources (in particular the Collection Fund). It is a supportive team, with a total of seven people, led by the Head of Financial Planning. The team covers two main areas: Revenue Monitoring and Resources (a total of three people, including Post 1, led by a Finance Manager) Corporate Budgeting (a total of three people, including Post 2, led by a Finance Manager). Post 1 – Revenue Monitoring and Resources The role will involve playing your part in the production of monthly and quarterly corporate reporting on the revenue position. There’ll be stakeholders to manage and we’ll rely on your influential approach when providing advice on politically sensitive challenges. We’ll look to you to guide colleagues on the best use of resources available now and in the future. Our team is also involved in monitoring, budgeting and the closedown of Collection Fund Accounts. You will have the chance to develop expertise on this complex area. Birmingham City Council receives over £800m every year in Council Tax and Business Rates, so this is a vital revenue stream for the Council. This role does not have management responsibilities. Post 2 – Corporate Budgeting This post will involve playing your part in the production of the annual budget report. Again there’ll be stakeholders to manage and we’ll rely on your influential approach when providing advice on politically sensitive challenges. You will also help to produce updates during the year on changes to the Medium Term Financial Plan. You will model the impact of pressures and savings on the Medium Term Financial Plan and be developing models to forecast the costs of pay and other inflation. You will also be involved in the production of the fees and charges report, and the linking of that to income budgets. This team also helps to oversee Equal Pay liabilities on behalf of Finance, a high profile and complex area. Within this role, there is opportunity to work and support the apprentice within the team, although there are no formal management responsibilities. Both of these posts offer the opportunity to use your strengths in managing complex financial challenges in a unique environment. Working with colleagues from your own team, as well as the wider finance team to contribute ideas and shape how we do things. There will be an opportunity for you to deputise for the Finance Manager as and when required. You’ll be working on projects taking ownership from initial concept through to final delivery, developing and coaching the team as you go. We will look to you to set KPIs and achieve them, as well as making sure that the team and your projects comply with all essential guidelines and regulations. This is a truly collaborative environment, and we’ll encourage you to share your expertise and make your opinions matter. On a practical level, you need to be CCAB qualified and have an in-depth knowledge of management accounting, planning, budgeting, and forecasting. We’ll utilise your well-developed communications skills to create insightful business documents and reports. And we’ll be sure to make the most of your deep knowledge of the relevant legislative framework that impact the delivery of financial services within a local authority environment.
