Job objectives and responsibilities
Lead the safe, compliant and efficient delivery of Motor Transport (MT) services in support of MOD Corsham. The Transport Manager is accountable for fleet operations, driver management, legal compliance, and service delivery standards, ensuring vehicles, people and movements are planned and executed to meet operational, training and business needs across the establishment. Manage the day to day operation of the stores including the post room
Main duties
· Fleet Operations & Availability
· Plan, task and control all MT operations (people and vehicles) to meet daily, surge and contingency requirements.
· Maintain fleet availability, roadworthiness and presentation through robust servicing schedules, defect reporting/rectification, and effective repairs as required.
· Safety & Compliance
· Own the transport safety management system and ensure compliance with applicable legislation and Defence policy.
· Implement and monitor driver risk management: licence checks, medical/fitness where required, driver hours/working time, incident investigation and learning, and remedial training.
· Maintain accurate records and auditable evidence (inspections, maintenance, calibrations, tachograph/telematics, incidents, fuel, and movements).
· Chair/attend safety meetings and deliver toolbox talks/briefings; lead continuous improvement actions.
· People Leadership
· Line‑manage MT staff tasking, rostering, welfare, performance, development, and succession planning.
· Set clear service standards, mentor supervisors/dispatchers, and foster a just culture focused on safety and customer service.
· Planning & Customer Service
· Run the daily MT tasking board; prioritise demand; optimise routing, backloading and fleet mix to reduce cost and emissions.
· Coordinate with training, operations and facilities teams to align movements with programme milestones and readiness requirements.
· Provide professional advice to command/management on transport risk, options, costings and constraints.
· Commercial & Financial Control
· Manage MT budgets.
· Control external hires/contractor usage; verify invoices and service credits; drive value for money.
· Lead contract management activities for MT services and workshops where applicable, ensuring performance to KPIs/SLAs.
· Policy, Assurance & Audit
· Maintain local MT Standing Operating Procedures (SOPs), orders and contingency plans.
· Prepare for and lead through internal/external inspections and audits; complete corrective action plans on time.
· Record, analyse and report KPIs (availability, utilisation, on‑time performance, incidents, fuel/CO₂, cost per mile/task).
· Readiness & Contingency
· Maintain arrangements for incident response, winter/adverse weather plans, and priority tasking during Defence operations/exercises.
· Support mobilisation and enable rapid changes in posture, including out‑of‑hours coverage and surge staffing.

2. Managing the stores supervisor providing porterage services across the site.
3. Ensuring support is in place for the Stores Supervisor and Post Room.
4. Ensure the compliance of MOD Regualtions is paramount.
5. Management of the MITIE Fleet Vehicles
6. Ensure the onsite fleet is maintained
7. Report the driver statistics to the Facilities Manager to ensure compliance.
· Supervision of the Support Services Supervisor
· Ensure effective oversight of the Support Services Supervisor, including the delivery of access control, and post room activities. Provide direction, performance management, and ensure compliance with MOD and Mitie standards.
Person Specification
Essential Criteria
8. Proven experience managing a busy transport/MT function (public sector, Defence, emergency services, or commercial logistics).
9. Able to be responsible for the O licence and reporting to Mitie fleet.
10. Strong knowledge of UK road transport law and best practice (vehicle roadworthiness, driver hours/WTD, load security, tachographs/telematics, incident reporting).
11. Demonstrable leadership of multi‑skilled teams, with excellent tasking, rostering and communication skills.
12. Competence in transport systems (tasking/booking tools, telematics, compliance platforms, MS Excel/SharePoint/Power BI or equivalents).
13. Clean UK driving licence (Category B); willingness to work shifts/on‑call as required; able to obtain and hold the required Security Clearance.
Desirable (Role‑Dependent)
14. CPC in Road Haulage (Manager) or equivalent professional transport management qualification.
15. Additional driving categories (e.g., C, C+E, D1) and/or Driver CPC.
16. IOSH Managing Safely (or NEBOSH equivalent).
17. ADR (Carriage of Dangerous Goods) certification; Blue Light training (if applicable).
18. Experience in Defence/MOD MT operations, including exercises, secure movements, or hazardous/specialist loads.
19. Workshop/maintenance oversight experience and familiarity with fleet engineering standards.
20. Contract management experience and supplier performance management.
21. Familiarity with environmental management, fuel efficiency and decarbonisation (HVO trials, EV/ULEV integration).
Health and Safety responsibilities
· Ensure full compliance with all relevant health and safety legislation, including road traffic, transport, and workplace safety requirements.
· Develop, implement, and regularly review transport-related risk assessments and safe systems of work.
· Manage and monitor driver safety, including licence checks, medical fitness, driver hours, and fatigue management.
· Ensure all vehicles are roadworthy, inspected, maintained, and serviced in line with legal and manufacturer requirements.
· Oversee daily vehicle checks, defect reporting, and timely rectification of faults.
· Ensure drivers and transport staff receive appropriate health and safety training, including defensive driving and safe loading/unloading practices.
· Enforce compliance with tachograph, Working Time Directive, and driver hours regulations.
· Promote safe loading, securing, and handling of goods, ensuring weight limits and load distribution requirements are met.
· Investigate accidents, incidents, and near misses, implementing corrective actions and reporting as required.
· Maintain accurate health and safety records, including inspections, training, incidents, and compliance documentation.
· Ensure safe operation within depots, yards, and loading areas, including traffic management and pedestrian safety.
· Actively promote a positive health and safety culture, encouraging safe behaviours and continuous improvement.
Information Security
· Ensure compliance with Mitie's information security procedures in all activities;
· Proactively identify and report security risks to your manager;
· Report actual and suspected security incidents;
