This is an opportunity for a Cost Engineer to lead the cost estimating and control processes within the turnaround team for our client who owns and operates the Fife Ethylene plant.

This role involves working as a Cost Engineer within the TAR team preparing for the major site Turnaround (TA) in 2026. The engineer will lead the cost estimating and control processes and support procurement in establishing contracts with TA contractors.
The role includes:
1. Developing and maintaining comprehensive cost estimates throughout the TA planning and execution phases.
2. Ensuring a consistent cost planning and estimating methodology aligned with assurance requirements.
3. Collaborating with the Planning team to produce detailed cost documentation.
4. Tracking and managing TA budgets, supporting change management and benchmarking.
5. Presenting, negotiating, and justifying cost estimates to the TA Manager and Site Leadership.
6. Providing quantitative and KPI support for cost-effective decision-making.
Contracts Oversight:
1. Supporting procurement to ensure contracts are fit-for-purpose, enabling effective delivery within scope, budget, and schedule.
2. Overseeing contract setup, administration, and compliance in collaboration with Procurement and Commercial teams.
3. Ensuring contract integrity and preventing leakage during turnaround execution and contractor payments.
4. Developing and implementing turnaround-specific contract policies and procedures.
5. Resolving disputes with a focus on optimal business outcomes, in coordination with legal and commercial teams.
6. Leading Supplier Relationship Management (SRM) meetings and monitoring contractor KPIs.
Essential requirements include:
* Proven experience in cost estimating and control during complex events like turnarounds and major maintenance.
* Strong Excel and related software skills.
* Effective communication and presentation skills.
This role is vital for delivering a cost-effective and legally sound turnaround, supporting a major operational event at the Fife Ethylene Plant.
The rates are based on PAYE pay status. Candidates may choose to work through an Umbrella company; further details will be discussed upon application.
