Description Do you want to play a key role in helping deliver warmer, more affordable homes to vulnerable groups across Scotland whilst supporting progress towards net zero targets? In this role, you’ll be empowered to lead and drive change through grant delivery and future fund planning, working with the social housing sector to develop decarbonisation projects that will change how we heat our homes, decrease Scotland’s contribution to climate change and alleviate fuel poverty for social housing tenants. You’ll get the chance to work in a dynamic and fast-paced environment supporting Ministers in a cross-government agenda delivering progress to climate change and fuel poverty targets. The post sits in the Social Housing Decarbonisation Delivery Team within the Heat in Buildings Delivery Division. The Social Housing Decarbonisation Delivery Team supports decarbonisation policy to become a reality via a delivery programme. This includes the Social Housing Net Zero Heat Fund (SHNZHF) which is an established grant funding programme and acts as the main government-led support for energy efficiency and heat decarbonisation projects within Scotland’s social housing stock. This is a Fixed Term Appointment for 23 months. Responsibilities Lead the effective management and compliant delivery of grant funding with the support of grant officers, ensuring a robust assessment process and that funding is delivered in line with the Scottish Public Finance Manual. Plan the work that needs to be done, including preparing funding and delivery options for 26-27 and beyond, using relevant planning documentation including business cases, delivery plans, etc. Ensure the programme of work is running on time and to budget, assessing team roles to support effective delivery and monitoring progress. Ensure effective formal/informal and internal/external communication & engagement, meeting with relevant stakeholders and managing relationships. Coordinate project assurance activities and planning, ensure project compliance with governance processes and procedures, including drafting of relevant papers, reporting and ensuring full & proper record-keeping. Lead monitoring the delivery of grant funded projects, assessing, managing and escalating risks with recommendations where needed and ensuring outcomes are being met. Lead programme budget monitoring, forecasting and reporting. Support & line manage three grant officers. Lead and provide oversight for governmental business including correspondence, briefings, visits, etc. Qualifications Success Profile Success profiles are specific to each job and they include the mix of skills, experience and behaviours candidates will be assessed on.
