About the role
Balfour Beatty has an exciting opportunity for a Head of Operations to join our Regional Scotland team working in Northern Scotland. This person will provide strategic operational management, strong leadership and control of a multi-disciplinary team comprising engineering and supervisory resources at all levels and facilitation of strong links with other teams within and external to the project.
What you'll be doing
Key Accountabilities:
Health Safety & Environmental
1. Sets and manages targets and KPIs in line with Project / Business objectives and monitors performance, steering towards success
2. Carries out weekly Safety and Environmental Tours as required by the Project Construction Phase Plan
3. Leads / Reviews Accident / Incident Investigations. Reviews and appraises findings and leads / directs the appropriate action arising (HFACS and Four Page Reports). Implements culture for change when required
Engineering Control
4. Ensures that sufficient resources are allocated to the Works Sections and that each has an appropriate level of ability. Establishes opportunities for mentoring to facilitate this
5. Identifies longer term strategic training to support individual development as required
Quality
6. Sets targets and KPIs in line with Project objectives and monitors performance
7. Ensures site audits are undertaken and takes appropriate action on the findings
8. Appraises improvement options and leads / instigates actions as appropriate
9. Manages the implementation of systems and processes for Right First Time approach
10. Overall ownership of Handover Documentation for each Section
Productivity
11. Sets targets and KPIs in line with key outputs and monitors performance, reporting Section Progress
12. Drives Lean initiatives to improve project efficiency
13. Manages sub-contractor performance based on KPIs
14. Ensures production of operational target programmes to reflect overall construction programme
15. Chairs weekly team leader meetings to review strategic performance through the pre-construction stage and then construction stage
Commercial
16. Sets and aligns targets and KPIs in line with budget forecast with the Head of Commercial
17. Has ownership of weekly cost meetings and identification of improvement areas and allocation of appropriate actions to team members
18. Oversees the preparation of a cost plan and manages cost v value
19. Manages the procurement of subcontractors and advises on commercial aspects / preferred attendances and operational risks to the scheme and mitigation options
20. Supports Estimating Team as required for work winning
Who we're looking for
Core
21. Able to clearly communicate the requirements of a safe system of work to ensure that these are followed accurately. Implements improvements to systems
22. Capable of taking ownership of tasks and communicating outcomes with clarity; experienced at encouraging direct reports to do the same and managing a team to ensure tasks are carried out effectively and key messages cascaded
23. Strong work ethic with flexibility to work unsociable hours/nights.
24. Holds a current driving license and CSCS Card. Must be SMSTS qualified
25. Provision of assistance and expert knowledge to reinforce the objectives of the work winning teams
26. NEC experience
27. Chartered Engineer background either from ICE,CIOB, CIBSE or equivalent
28. Delivery of contracts in the value of 300m
Engineering Control
29. Experienced in resource allocation and up skilling
30. Knowledge and experience of links between design teams and operational delivery
31. Identifies and champions lessons learned to ensure continual improvement in the business
Quality
32. Understands, implements and champions the Organisational Business Management Systems and processes involved
33. Clear understanding of the requirements for handover and self-certification of the works, including management experience of the same
Productivity
34. Understands sub-contractor KPIs and has wide ranging experience of using them to manage performance
35. Experience in the management of a wide range of construction operations, including phasing and contingency planning, together with testing and handover
Commercial
36. Used to setting targets in line with budget with agreement of Commercial Manager
37. Able to produce and manage a realistic financial forecast and track progress against programme
The following qualities/experience are desirable:
38. Experience of working in rural/island locations
39. Strong leadership and management skills, including completion of formal qualification (eg ILM).
40. Experienced in the delivery of lean construction techniques.
41. Experience in 4D planning the use of BIM
