Senior Estimators are an integral part of the Contract Assurance & Framework Management Team. Their role is key to ensuring that Integrated Delivery Teams are provided with appropriate cost intelligence, estimation, and assurance services. Responsibilities include:
1. Producing estimates of project and whole-life costs from project inception to construction contract award, using bottom-up and top-down methodologies. Training on Environment Agency specific applications and tools will be provided.
2. Informing project teams on the Client Set Target prices for NEC4 PSC and ECC contracts and managing compensation events.
3. Interrogating and assuring value for money, working with delivery partners to assess and challenge sub-contractor costs and overall programme.
4. Collaborating with internal project management and benchmarking teams.
5. Understanding and communicating the produced cost estimates.
6. Providing support and buildability advice to find efficient project solutions.
7. Compiling actual cost data into the correct format and uploading it to the database.
8. Maintaining estimate records and tracking progress.
9. Being the local estimating expert, maintaining awareness of local project progress and upcoming workload, and reporting on estimates and work completed.
10. Attending internal and external meetings to report progress, forecasts, industry updates, and participating in Environment Agency conferences.
11. Undertaking training and participating in incident response duties as part of working for the Environment Agency.
The team:
This role is within the Commercial and Framework Management (CaFM) team, part of Portfolio Management, Assurance & Commercial directorate. CaFM provides services including Commercial Risk Management, Should Cost and Benchmarking Intelligence, Operational Framework Management, Future Framework Provision, and a Centre of Excellence (CoE). The team is divided into five units: Commercial Centre of Excellence, Operational Framework Management, Future Frameworks, Should Cost and Benchmarking Intelligence, and Commercial Assurance & Improvements.
Experience/Skills Required
* Estimating ability using first principles and top-down approaches driven by data.
* Experience estimating for professional design services and construction contracts.
* Experience estimating in fields such as civils, flood risk management, waterways, mechanical & electrical.
* Knowledge of standard forms of construction contracts (NEC3 and 4) and the infrastructure industry.
* Professionalism and confidence in stakeholder engagement, representing client or contractor interests in value for money and cost targets.
* Proficiency in Microsoft Office, financial, and commercial skills.
* Project management and personal time management skills.
* Experience working in a commercial environment is advantageous.
* Membership of CaSA, CIWEM, ICE, AACE, RICS, or similar, or willingness to attain such accreditation.
