Your workstyle will be a mobile hybrid worker in this role which gives you the flexibility to work from home and from a variety of Council workplaces.

There are 3 Environmental Health Officer roles available:

* 2 x Environmental Health Officer - Public Health and Safety Team
* 1 x Environmental Health Officer - Empty Property Enforcement Team

We are currently seeking qualified, motivated and experienced Environmental Health Officers to join the Environmental Health Team within our Planning and Public Protection Service, part of the Environment & Regeneration Directorate.

These are varied and rewarding roles, offering the opportunity to support the public health agenda and make a real difference to the lives of the residents of Neath Port Talbot.


Environmental Health Officer – Public Health and Safety (2 posts)

Working within the Public Health and Safety team of General Environmental Health, you will undertake a range of challenging enforcement and preventative interventions to support public health and protect communities.

The role combines the investigation of reactive statutory nuisance complaints arising from domestic premises with proactive and reactive Health and Safety at Work Act functions. Although the post does not have direct supervision or management responsibilities, you will be expected to provide advice and guidance to Enforcement Officers dealing with statutory nuisance and health and safety matters.

* Undertaking national and regional Health and Safety interventions
* Investigating Health and Safety complaints and RIDDOR notifications
* Attending internal and regional meetings (e.g. Safety Advisory Group, Health and Safety task groups, All Wales expert panels)
* Investigating statutory nuisance complaints from domestic and commercial premises
* Investigating public health matters such as drainage issues and filthy or verminous premises
* Arranging Public Health funerals
* Undertaking Private Water Supply risk assessments and associated sampling
* Maintaining records, registers and statutory data
* Preparing reports, witness statements and legal documentation
* Securing evidence, issuing legal notices and taking enforcement action, including prosecutions


Environmental Health Officer – Empty Property Enforcement (1 post)

Working within the Empty Property Enforcement Team, you will undertake private sector housing and empty homes enforcement activity, working with residents, landlords and partner agencies to improve housing standards and bring empty properties back into use.

* Inspecting residential premises, including private rented housing
* Investigating complaints relating to housing conditions
* Providing professional advice to landlords and tenants
* Preparing reports, witness statements and legal documentation
* Securing evidence and taking formal enforcement action, including prosecutions
* Maintaining accurate records, registers and statutory data


About you

* Current experience of working in Environmental Health enforcement, including Public Health, Health and Safety and/or housing‑related work
* Sound knowledge of Environmental Health legislation, policies and best practice standards
* Experience of preparing cases and attending court hearings and/or tribunals
* Strong written and verbal communication skills and the ability to work independently
* Excellent organisational skills and the ability to manage competing priorities

You will hold:

* A BSc or MSc in Environmental Health accredited by the Chartered Institute of Environmental Health
* Registration with the Environmental Health Registration Board, or the ability to achieve this within 12 months of appointment
