Weare looking to recruit an experienced, Band 6 Facilities Logistics Manager tosupport key services within the existing Operational Facilities structure andTrusts Supplies team portfolios across the Leeds Teaching Hospitals Trust.
Applicantsmust hold the required experience and Certificate of Professional Competence inNational Passenger and Haulage Operations.
Main duties of the job
Thesuccessful candidate will be responsible for the management of the Logisticsservices which comprises of transport services for Supplies ensuring that,through the Logistics/Supplies Supervisors, services are provided at bestvalue, maximum quality and within agreed targets by providing effectiveleadership to the team.
Toensure the delivery of professional, quality and cost-effective services touser groups within a legislative framework, as defined by the department oftransport and, in line with Trust policies and procedures.
The Facilities Manager (Logistics) will be responsiblefor the monitoring and implementation of agreed maintenance schedules includingmandatory vehicle inspections in line with relevant legislation, ensuring thatthe periodic servicing and testing of the Transport Departments fleet isconducted in a timely manner and accurately recorded on appropriate databasesand office applicationsaccordingto department policies and procedures.
The post holder will also be responsible for themonitoring of staff working hours related to drivers hours etc, under EECDirectives. They must be registered with the office of the Traffic Commissioneras the sole authority for the Trust in matters relating to the TrustsOperators Licence. The post entails holding legal responsibility on behalf ofthe Trust for these matters. Applicants must hold the required experience andCertificate of Professional Competence in National Passenger and Haulage Operations.

Job responsibilities
To manage the day-to-day operation of theTransport Department and Postal Services, overseeing the work of theSupervisory team regarding the appropriate allocation of duties to teammembers to ensure that staff are suitably and effectively deployed.
To liaise with the Senior Facilities Managerto develop and monitor key performance indicators to help achieve performancetargets.
Manage the recruitment, training, induction,and appraisals of staff as required.
Deal with any breaches of discipline, issuesof counselling and grievance in line with Trust Policies and Procedures.
Enable the Trust to remain compliant with allcurrent and future legislative requirements of Dangerous Goods Safety.
Negotiate, plan, and implement legallycompliant services and strategies with service users to ensure customerrequirements are met and departmental resources are used efficiently.
Ensure that all information is collected andrecorded in the event of any accident. Prepare reports into such incidentsand ensure that appropriate action is taken to prevent any similaroccurrences.
Provide support and negotiate, on behalf ofthe Trust, on technical issues with contractors providing services to thedepartment in relation to vehicle procurement, maintenance and hire, andcourier services ensuring best value and that the interests of the Trust arefully represented.
To act as the sole authority in relation tofleet management with regard to issues surrounding the mandatory schedulingof maintenance and safety inspection of vehicles subject to regulation.
To act as the authorised person to administerchanges to Operators Licence on behalf of the Trust in line with currentregulations.
To act freely and with professional integrityregarding the interpretation and implementation of Transport Legislation anddevelopment of Transport policy within the Trust
To ensure that the management team adhere tothe procedures in place to record and complete duty rotas, time sheets andmaintenance of staff records including control of overtime as required.
Responsible for budgetary performanceincluding the monitoring and control of expenditure within agreed budgetguidelines as defined by the Senior Facilities Manager.
To oversee the development and implementationof new procedures and changes to service provision.
To liaise where appropriate with OccupationalHealth Services on staff welfare and related problems.
To manage complaints from members of thepublic and staff in relation to transport issues. This includes investigationand responding by telephone, e-mail, letter etc as appropriate
To carry out investigations and surveys inrelation to transport and disciplinary issues and incidents and to producestatements and reports on such issues or incidents that may occur at any ofthe Trust sites and as required, to represent the Trust at any internal orexternal proceedings that may arise.
Undertake in-depth investigations andrepresent the interests of the Trust in matters relating to breaches ofTransport legislation or incidents relating to the carriage of dangerousgoods.
To conduct site visits and attend workinggroups or forums to ensure service standards meet user expectations and toensure best practice is implemented.
To manage the attendance and conduct of allTransport & Postal staff whilst ensuring that all Trust policies andprocedures are followed
To meet regularly with subordinates therebymanaging individual and team performance in achieving the desired serviceoutcomes.

To work within the Facilities Management Teamto maintain and improve the quality of services provided to patients andother service users.
Ensure that all tasks are carried out incompliance with relevant statutory legislation and local policies and codesof practice including Health and Safety, COSHH and, in particular, byfollowing agreed safe working procedures, and reporting incidents using theTrust Incident Reporting system.
Soleresponsibility for maintaining communication channels with relevantenforcement agencies (eg: Department of Transport, Police, VOSA) to ensurecompliance with the terms of the Departments Operators Licence. Also, solelyresponsible for overseeing the maintenance and provision of all requiredrecords, schedules, and other documentation to those agencies.
Thejobholder must take responsibility in agreement with his/her line manager forhis/her own personal development and undertake all mandatory trainingrequired for the role particularly attending refresher training andlegislation updates on an annual basis in order to maintain compliance withthe Trusts operator Licence undertakings as prescribed by The Office of theTraffic Commissioner.
Legallyresponsible for ensuring completion of all mandatory documentation andrecords, for transport and post, in compliance with relevant statutorylegislation and Operator licence undertakings for Passenger and Large goodsvehicles; also responsible for ensuring all local codes of practice andquality control procedures are followed.
