Job description
The role involves operating within a complex and politically sensitive transformation environment, requiring effective communication to influence, challenge, and collaborate across organisational boundaries. The postholder will support activities across large service-transformation and Enterprise Resource Planning (ERP) programmes, as well as Shared Service functions, ensuring information is clearly conveyed and stakeholders are effectively engaged. The postholder will work confidently across these areas to facilitate decision-making processes and help teams navigate the scale and complexity of transformation activity.
Leadership & Line Management
Lead and manage a small team, providing direction, coaching, and effective delegation aligned to priorities.
Knowledge & Information Management
Implement knowledge and information processes, ensuring compliance with standards.
Advise on correct processes and lead the lessons-learned cycle.
Governance & Reporting
Develop and maintain terms of reference for boards, working groups, and communities of practice.
Work with senior leads to prepare board agendas.
Maintain logs of board decisions, owners, and progress.
Secretariat Support
Provide secretariat services for governance boards and workshops, producing accurate outputs and maintaining auditable records.
Track and manage actions and decisions.
Delivery Support
Support product teams in planning, coordinating, and delivering end-to-end project activities to ensure timely, high-quality outcomes.
Co-ordinate design workshops and manage cross-functional engagement, including other government departments and external partners.
Risk Management
Proactively identify, assess, and manage risks and issues to support predictable programme delivery.
Performance Monitoring & Controls
Analyse project performance and report progress, slippage, risks, and opportunities.
Capability Building & Tooling
Promote best practice in planning and reporting and support use of JIRA, Confluence, and SharePoint.
Meeting Management
Co-ordination of design workshop activity, requiring close collaboration and stakeholder management across functions, other government departments and external partners.
Plan, schedule, and facilitate other meetings as required using methods aligned to team and programme priorities.
Resourcing & Recruitment
Work collaboratively with Recruitment, Finance, and Project Management Office colleagues to support recruitment campaigns, resource profiling, and tracking of forecasted resource spend.
Person specification
Essential Criteria:
Change & Programme Delivery Experience - Experience delivering within complex, large‑scale, and ambiguous change programmes, using initiative to resolve issues and remove blockers. Skilled in Agile environments with proficiency in tools such as JIRA, Confluence, and Microsoft Project (Lead Criteria)
Leadership & Strategic Improvement - Strong leadership skills with a proactive approach to refining working practices and driving continuous improvement across processes and ways of working.
Cross-Functional & Multidisciplinary Collaboration - Have experience contributing effectively within a multidisciplinary team, with awareness of at least one functional area such as HR, Payroll, Procurement/Commercial, Finance, or Sustainability, and a proven ability to build and maintain strong relationships with stakeholders up to Director level across internal workstreams and Government Departments.
Technical & Digital Proficiency - Proficient in Excel, PowerPoint, and SharePoint, with the capability to upskill colleagues in effective use of these tools.
Qualifications/ Accreditation
Candidates must hold, or be willing to work towards, a recognised PPM practitioner level qualification (e.g. PRINCE2, AgilePM, MSP or equivalent) to be considered for this opportunity.
