As Head of Data & Analytics, you will play a pivotal role in shaping how Lancashire County Council uses data and insight to improve outcomes for residents. You will lead the council’s data and analytics service, ensuring high-quality, well‑governed data is transformed into trusted, actionable insight that supports strategic decision‑making, service improvement and long‑term transformation. Key Responsibilities Provide strategic leadership for the council’s data, analytics and insight capability, to support performance improvement and delivery of organisational priorities. Act as the senior professional lead and corporate advocate for data‑driven, evidence‑based decision‑making. Design and deliver the Data and Analytics strategy, maximising the value of data as a strategic organisational asset. Lead the development of high‑value data products, dashboards and analytical insights that support both operational and strategic priorities. Ensure strong data governance, quality, and compliance, promoting responsible and ethical use of data and analytics. Foster a positive, collaborative culture that promotes innovation, data literacy, professional development and continuous improvement. What We Are Looking For Strategic Leadership Significant experience operating at a senior level in data, analytics, intelligence, or performance within a large or complex organisation. Proven ability to shape strategic direction and lead organisation‑wide change. Service Excellence A strong track record of delivering high‑quality data products and insight that drive confident decision‑making and performance improvement. Experience leading modern data platforms, analytics environments, and high‑performing technical teams. Knowledge and ability to lead a team that can convert data into actionable performance insights Stakeholder Engagement Demonstrable experience of working with senior stakeholders, building credibility and influencing at executive and leadership levels.
