Overview of Financial Controller:
Lead and manage the Finance team, and be responsible for the operational financial management and ensure the effective and efficient use of resources by maintaining and developing financial controls, financial reporting and budget management. To deputise as needed for the Vice Principal Corporate Services.
Duties of Financial Controller:
Advise the Vice Principal Corporate Services and other managers on all aspects of finances to ensure continuous strong financial management
Line manage the finance team, including procurement, ensuring individuals perform to a high standard and have appropriate development opportunities
Prepare annual financial plans within guidelines set by the Governing body and main external funding bodies; to prepare three-year financial forecasts and ensure completion of all relevant statistical returns relating to finance
Good understanding of the rules and funding methodologies of the various funding streams, use this knowledge in budget preparation and financial reporting working with all budget managers across the organisation
Prepare timely, accurate and clear monthly management accounts appropriate to stakeholder level requirements
Provide detailed control and reporting process for managing live staff budgets (including part-time sessional staff, agency staff and other temporary staff) on a continuous basis
Responsible for active cash and treasury management of the college, including production of clear regular cash flow and investment reports
Ensure any areas of financial risk are clearly reported and highlighted in a timely manner, contribute to the college risk management processes
Provide regular reports on progress against financially related KPIs, to provide appropriate performance reports on funding
Prepare other financial analysis and management reports as required by the senior management team including any investment appraisals and proposals.
Take lead responsibility for the production of the annual statutory accounts and timely preparation of all supporting files required by the external auditors
Liaise with both external and internal auditors as required on all financial related areas
Ensure accurate financial returns are made to funding agencies within deadlines
Ensure adequate financial systems of internal control, and suitable monitoring procedures are operating effectively
Lead on financial accounting and maintain their operational effectiveness, and development
Provide appropriate financial training to budget holders across college to ensure a full and clear understanding of budget management responsibilities
