Business Development & Commercial Manager – Highways and Infrastructure
Purpose of the Role
As VEA Group continues to grow and strategically expand into the UK highways and infrastructure market, the Business Development & Commercial Manager – Highways and Infrastructure will play a pivotal role in leading this phase of development. The postholder will drive sustainable growth across the roads construction and maintenance sector, combining strategic business development, commercial expertise, and operational insight to secure new opportunities, strengthen client relationships, and ensure the organisation is fully prepared to tender for and deliver works in full compliance with industry standards.
This role is central to establishing and strengthening VEA Groups presence within the highways sector, building a strong and credible market position, and supporting the long-term growth ambitions of the business.
Key Responsibilities
Business Development & Market Positioning
* Identify, engage, and cultivate relationships with key clients, contractors, and stakeholders across the UK highways and infrastructure market to support VEA Groups expansion into the sector.
* Proactively generate and secure new business opportunities, maintaining a robust project pipeline aligned with company strategy and operational capability.
* Represent VEA Group at industry events, networking forums, and pre-qualification meetings to enhance brand visibility and market presence.
Tender & Compliance Readiness
* Ensure the business maintains all required industry accreditations, training standards, and compliance credentials to qualify for tenders and framework agreements (including NHSS, Constructionline, CHAS, and related schemes).
* Lead and oversee the preparation of tender submissions, pricing strategies, and bid documentation to maximise competitiveness and success rates.
* Monitor developments in industry standards, procurement routes, and framework structures to ensure continued readiness and alignment.
Operational Support & Strategic Input
* Work closely with operational and delivery teams to align business development objectives with resource planning, delivery models, and operational efficiency.
* Provide strategic input into mobilisation planning and delivery strategies to enhance performance, profitability, and client satisfaction.
* Act as the primary commercial interface for key clients, ensuring strong relationships through effective communication, contract oversight, and proactive issue resolution.
* Capture and analyse client feedback to drive continuous improvement in service delivery and performance.
Growth, Governance & Compliance
* Support the development and execution of VEA Groups medium- and long-term growth strategy within the highways and infrastructure market.
* Ensure all activities comply with relevant legislation, industry standards, and internal governance frameworks.
* Contribute to the achievement of KPIs relating to revenue growth, compliance performance, and client retention.
Essential Skills and Experience
* Proven experience within the UK highways construction and/or maintenance sector.
* An established network across local authorities, Tier 1 contractors, and infrastructure frameworks.
* Strong knowledge of tendering processes, framework agreements, and compliance/accreditation requirements (e.g. NHSS, ISO, SSIP).
* Demonstrated ability to align business development strategy with operational delivery to achieve commercial success and regulatory compliance.
* Excellent communication, negotiation, stakeholder management, and strategic planning skills.
