Position Summary
The Director of Outpatient Services is accountable for leadership and strategic management of Outpatient Services. In collaboration with the Medical Director and the clinical staff, this position assesses, develops, implements and evaluates program philosophy, goals, objectives, and treatment interventions. This position provides the leadership necessary for successful program development and maintenance through appropriate, organized, and program-focused referral development activities.

Qualifications
* Bachelor's Degree
* Appropriate State Licensure in Mental Health and proper certification in field of expertise
* 3–5 years of related experience
* Knowledge of JCAHO, Medicare, HCFA and in California only Title XXII, Patient Rights Standards, and other state/federal law and regulatory requirements
* Excellent leadership and interpersonal communication skills to effectively communicate ideas/problems/instructions with other management and staff
Responsibilities
* Direct the program services offered, consulting with Program Medical Director in the planning, development, implementation and evaluation of the clinical services.
* Maintain an awareness of community and market-related activities which includes knowledge of the activities of other providers, needs of local payers and the political climate related to mental health.
* Maintain current awareness of mental health activities in the community.
* Strategically solve problems that encompass the larger view of the organization and establish goals by utilizing an understanding of organizational dynamics in planning and problem solving.
* Participate in developing, justifying and controlling the annual budget for the Outpatient Services Department personnel, facilities and equipment.
* Develop goals, objectives, policies and procedures related to the operational needs of the program’s staff and patient care, and ensure strategic program goals and objectives are consistent with overall facility goals and objectives.
* Allocate and coordinate program resources for marketing and referral development activities.
* Collaborate with the Director of Business Development to develop, implement and monitor a target marketing plan for the program.
* Ensure that primary business development emphasis is well coordinated, effective and accurately conveys the features and benefits of the program’s services, ensuring that dedicated time is spent each week performing referral development activities.
* Ensure an adequate system of communication and reporting is maintained between all staff members, as well as other departments involved in the ongoing operation of the program.
* Perform other duties as assigned/required by this position.
