The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role & Key Responsibilities

The Office of the Police and Crime Commissioner (OPCC) for Surrey is seeking a talented and motivated individual on a fixed term 12-month contract who can bring new and creative ideas to our small but busy communications team.

Daily activity in this job is never dull and could range from handling an enquiry from a national newspaper, organising a community event or shooting a video with the Commissioner for our social media platforms.

The successful candidate will need to be a self-starter who can demonstrate a keen eye for detail, strong writing skills and a sound knowledge of communicating with a range of audiences.

They will also need to have a flair for creating and delivering eye-catching content which can increase our reach across a number of platforms such as Twitter, Facebook, Youtube and Instagram.

The post-holder needs to be comfortable dealing with the media, key stakeholders and our partner organisations. Experience in video editing, photography and using Wordpress is desirable but not essential.

The Police and Crime Commissioner is the voice of the public in policing and plays a crucial role in setting the policing priorities for Surrey, supporting victims of crime across our county and holding the Chief Constable to account for the service residents receive.

Policing is in the public eye more than ever and we are looking for someone who can identify creative opportunities to engage more local residents and community groups in the work of the Commissioner’s office.

Key responsbilities:

Assisting the Communications Team in ensuring a coherent, strategic approach is taken in communicating the work of the Office of the Police and Crime Commissioner (OPCC).

Playing a key role in maintaining and further developing the OPCC presence online including social media with particular attention to the website and use of the OPCC brand.

Planning and managing engagement events for the OPCC, including the Policing Your Community public meetings, and increasing the engagement with consultations including the annual council tax survey.

Providing communication and engagement advice and briefings to the Commissioner, Deputy Commissioner and their team, as required.

Designing and producing supporting promotional & communication material such as leaflets, graphics, digital assets, video, posters and newsletters.

Providing support in dealing with enquiries from the local, national and police industry media.

Supporting public affairs on behalf of the OPCC, including monitoring political developments locally and in Westminster and preparing briefings and advice for the Commissioner for upcoming engagements and events.

Identifying and seizing opportunities for positive engagement with our communities in Surrey, including minority and disability groups, engaging them with the work of the OPCC and helping to ensure that accessibility is considered to strengthen this on and offline.

Evaluating the success of our communications and engagement activities.

Planning and managing engagement events for the OPCC including the Policing your Community public meetings.

Providing support to the Commissioner’s PA team and the Complaints, Compliance and Equality and Diversity Lead to ensure that information about the Commissioner, OPCC and Force is readily available to the public.

Skills & Experience

Degree or equivalent qualification

Strong written and verbal communications skills

Demonstrable knowledge of communication and community engagement skills

Experience in using social media and ability to grow our reach across all platforms

Experience of communications planning and campaign development, reputation management and building relationships with key stakeholders

Experience in video editing, photography and using Wordpress

Ability to organise and manage public and stakeholder events

Experience of effective engagement and communication with different audiences

High level of planning and organisational skills with the ability to work under pressure, prioritise workloads and multi-task.

Understanding of the role of the PCC, their statutory requirements, the work of the wider office and Surrey Police in general.

Further Information

This is a full-time post on a 12-month fixed term contract that will suit a candidate looking to grow their skills and learn new ones while taking the next step in their communications career. You will report into the Head of Communications and Engagement and you will receive any necessary and relevant training.

This is a politically restricted post under Section 1 of the Local Government and Housing Act 1989.

Although the role is based at Surrey Police HQ in Guildford, the working week is likely to involve a mixture of working in the office, supporting the Commissioner and Deputy Commissioner at events and visits in Surrey and working from home where appropriate.

It may involve some weekend and evening work on occasion and will also involve regular travel around the county so a full driving licence and access to a car for business purposes is essential.
