Bid & Project Manager – Skills and Education Sector
Location: Mobile role covering England.
Salary: £56,700 – £69,300
Car Allowance: £6,799 per annum
Contract: Permanent

An exciting opportunity has arisen for an experienced Bid & Project Manager within the construction skills and education sector. This pivotal role is responsible for leading the full end-to-end bid process across both public and private sector opportunities—ensuring strategic alignment, competitive submissions, and seamless mobilisation into delivery.
You will work closely with internal partners, senior stakeholders, and operational teams to shape bid strategy, coordinate activities, and drive successful contract mobilisation across the UK.
Key Responsibilities
Bid Strategy & Management
* Identify suitable tender opportunities across the public and private sectors, including via procurement portals.
* Lead the entire bid lifecycle: qualification, viability assessment, strategy development, writing, review, and submission.
* Create persuasive and compliant bid content, including executive summaries, pricing responses, and value propositions.
* Work towards achieving strong win rates across construction skills-related bids.
Cross-Functional Coordination
* Collaborate with curriculum, finance, HR, legal, and delivery teams to develop coordinated bid responses.
* Lead and motivate multi-disciplinary bid teams, ensuring adherence to internal governance processes.
* Build effective relationships with internal and external stakeholders, acting as a confident influencer.
Compliance, Quality & Risk
* Ensure all submissions meet client requirements, compliance frameworks, and organisational policies.
* Assess bid risks and viability prior to submission.
* Track key performance metrics including quality, win rate, and pipeline activity.
Mobilisation & Transition
* Lead the mobilisation phase following contract award.
* Oversee handovers, stakeholder alignment, resourcing, and system setup for new programmes.
* Serve as the main point of contact for clients during mobilisation stages.
Continuous Improvement
* Carry out debriefs and implement lessons learned to strengthen future submissions.
* Monitor procurement trends, funding changes, and developments within the construction skills sector.
* Support capability building, succession planning, and team development.
What We’re Looking For
Essential
* Proven experience managing bids in public and/or private sector environments.
* Strong track record delivering bids within the skills, education, or training sectors.
* Excellent project management and stakeholder engagement skills.
* Experience leading the full end-to-end bid process, including mobilisation.
* Ability to coordinate and influence multi-disciplinary teams.
* Exceptional attention to detail and strong written communication skills.
* Knowledge of skills funding, procurement systems, and relevant tendering frameworks.
* A natural networker with strong relationship-building abilities.
* Ability to demonstrate successful bid win rates
Desirable
* Project management or bid-related qualifications (e.g. PRINCE2).
* Experience with mobilisation frameworks, operational handover, or proposal management software.
