Salary: £39,862

As a Housing Manger – Rents within Housing Leeds, you will assist the Income Service Manager in the provision of a comprehensive financial service relating to Housing Rents, Sundry Income and payments.

Within the Neighbourhood Service area of Income Management, Housing Leeds - you will strive to deliver an effective and efficient customer focussed Housing Management Service, ensuring maximum performance in accordance with the targets, standards and policies of Housing Leeds. The Housing Manager – Rents is a pivotal role responsible for leading rent related income and financial management activities across Housing Leeds, while ensuring all rent practices comply with the Government Rent Standard, local policy, and regulatory frameworks

Working as part of the Neighbourhood Service area of Income Management, you will play a crucial role in ensuring that Housing Leeds delivers an effective and efficient housing management service for over 50,000 council homes. You will contribute directly to achieving key performance targets, maintaining compliance with statutory and regulatory standards, and supporting the financial sustainability of the Council Housing service.

About you

As a Housing Manager – Rents, you will bring:

1. A recognised housing related degree‑level qualification or equivalent relevant experience
2. A proven track record of managing resources within defined budgets, including budget preparation and monitoring in line with Financial Regulations
3. Strong understanding of, and commitment to, ensuring robust compliance with the Government Rent Standard
4. Experience undertaking quality audits to ensure rents and service charges are set and applied correctly
5. Experience in managing and supervising staff within a rental income or housing finance environment
6. The ability to provide accurate, timely statistical and management information to senior managers as required
7. Strong analytical skills and excellent attention to detail
8. Knowledge of rent legislation, service charge regulations, rent setting requirements and rent convergence rules
9. Experience using Housing Management systems (e.g., Northgate, CX, Dynamics, F&O, etc.)
10. The ability to interpret financial data, identify issues, and provide clear insight and recommendations

About the role

As Housing Manager – Rents, you will play a central role in ensuring that rent and service charges are correctly applied, including the accurate delivery of annual rent increases.

You will oversee the calculation, addition, and removal of rent related debits and credits in line with Leeds City Council policies and procedures, ensuring consistency, transparency, and regulatory compliance.

You will act as an integral part of the Neighbourhood Services team, working closely with housing officers, finance colleagues, and other service areas across Housing Leeds. The role requires strong problem-solving skills, flexibility, and the ability to respond quickly to emerging or urgent operational priorities. Drawing on your knowledge of social housing regulation and income management, you will help develop innovative solutions to complex issues and maintain effective working relationships with stakeholders at all levels.

Key responsibilities include:

11. Leading and delivering rent convergence calculations
12. Overseeing rent reviews and supporting implementation of rent‑related policy
13. Liaising with Finance teams to support reconciliations and ensure accurate accounting
14. Overseeing direct debit processes (where applicable)
15. Ensuring robust quality checks, audit trails, and compliance with regulatory requirements

Job Description

Job Purpose:

To lead and manage an efficient, customer focused Housing management service, in order to maximise performance and seek continuous improvement.

Principal Responsibilities:

21. To manage the delivery of housing management services within a geographical area or in within the Neighbourhood Service areas of Income Management, Tenant and Community Involvement, Lettings and Tenancy Management Policy, and Older Persons Housing.
22. To contribute toward management and delivery of partnership working on behalf of housing services citywide.
23. To manage and develop staff to deliver key council priorities and continuously improve the offer to customers.
24. To contribute towards development of positive working relationships with key stakeholders including: customers, elected members and other partner organisations.
25. To develop a people-orientated solutions-focussed approach to dealing with customers, quickly and professionally.
26. To manage and monitor budgets, risks and associated audit activities.
27. To contribute to and deliver service improvement plans.
28. To contribute to and implement performance management frameworks to ensure key performance indicators are achieved and outcomes inform service improvement & review.
29. To contribute to, review and improve policies and strategies in line with current legislation and best practice.
30. To contribute to maximising opportunities to improve local service delivery using collaborative arrangements with appropriate stakeholders and partners.
31. To display a high degree of self-motivation, commitment and time management.
32. A commitment to initiate and drive culture change to deliver focussed and continuously improving services.
33. To ensure customers play a central part in service planning, monitoring and feedback, with deliverable and tangible outcomes.

Qualifications:

Degree level and Post Grade / Professional Membership or equivalent experience in managing in a housing context.
