NES Fircroft is seeking a Procurement Lead to join a major operator in Sunbury, supporting a project in Iraq.
This role is responsible for supporting the Operations & Productions Procurement Category, managing maintenance, production, operations engineering, construction, and MRO activities. The role ensures procurement activities comply with the Development and Production Contract, align with business priorities, and adhere to procurement procedures and contract governance.
The Procurement Lead reports to the Operations & Productions Procurement Category Delivery Manager and acts as a procurement business partner for Operations & Productions functions. The role involves engaging with Legal, Finance, HSE, and P&O functions to ensure seamless procurement delivery and contract management, in compliance with internal policies, industry standards, and regulatory obligations. The candidate will develop and implement robust category strategies and serve as an interface to internal and external stakeholders. Strong commercial acumen is essential to ensure alignment with business goals and to deliver secure, optimal, compliant, and competitive procurement outcomes. All activities must comply with Iraqi laws, the Iraq Standard Contracting and Procurement Procedures (SCPP), and BP’s policies on Conduct, Anti-Bribery, Corruption, and Money Laundering.
The Procurement Lead will coordinate in-country procurement delivery for maintenance, production, operations engineering, construction, and MRO activities. The role supports interfaces between the in-country team and remote category teams to ensure alignment with business priorities and compliance with procurement procedures and contract governance.
Activities
* Develop and implement the Operations & Productions Procurement Category strategy in Iraq, maximizing value from third-party spend, managing risks, seeking innovation, and adding value to growth projects.
* Assess existing contracting and procurement processes, including systems, processes, and resources supporting efficient sourcing of goods and services.
* Support category delivery of contract strategies, end-to-end sourcing and contracting, and ensure contracts are compliant and operationalized into P2P systems.
* Deliver value through effective sourcing activities within relevant laws, regulations, budgets, and JV agreements.
* Develop Contracts and Procurement Plans with demand data for subcategories.
* Conduct due diligence and secure necessary approvals.
* Execute sourcing activities, including bid package development, proposal evaluation, analysis, and recommendations for award.
* Negotiate contracts to deliver value and manage risks.
* Manage post-award contract administration, including resolving queries, processing invoices, change requests, and monitoring contract expirations and renewals.
* Support supplier performance management activities, such as KPI tracking and PRMs.
* Consider and incorporate Local Content obligations into procurement decisions.
* Ensure compliance activities, including audits, are completed.
* Work closely with technical and project stakeholders to ensure timely, safe, and contractual delivery of products and services.
* Interface with JV partners and act as a point of contact for suppliers, advocating for partnership opportunities and strengthening relationships.
Experience & Qualifications
* University degree in Procurement, Engineering, or related discipline; CIPS chartership preferred but experience and attitude are key.
* Passion for Oil and Gas and supply chain management.
* Proven track record in Operations and Production Procurement, preferably in oil and gas services with large capex or onshore scopes.
* Knowledge of procurement contracting, supplier management, and project execution.
* Ability to collaborate across disciplines, cultures, and geographies.
* Strong commercial, analytical, and negotiation skills.
* Business acumen and a track record of delivering value and agile solutions.
* Experience working in Iraq or supporting Iraq-based businesses.
* Understanding of regional requirements and approval processes, including PSA/TSC/concessionaire.
* Excellent communication skills and ability to develop trust-based relationships.
* Ability to lead complex problem-solving initiatives and influence stakeholders.
