81874 - Senior Estimator

This Senior Estimator will report to the Estimating Manager and will work within the Capital Programme directorate based in our Bury St Edmunds office. You will be a permanent employee.

You will attract a salary of £80,574 plus car and a bonus of 3%. This role can also offer blended working after probationary period (6 months) - 3 days in the office and 2 remote

JOB PURPOSE:

You will be based in the EPN Major Connections team and will:

10. Produce high-level sensitivity review of Gate B papers,
11. Produce an abridged Appendix B together with the EPN Development Manager for inclusion by the Infrastructure Planner into the Gate B paper,
12. Produce the full Appendix B 'Target Cost' together with Alliance Delivery Members, Framework Providers and the project team,
13. full CU build,
14. identify any scope gaps from the Gate requirements that have been missed in the Appendix B,
15. Manage the Appendix B ensuring revisions are annotated and updated.

DIMENSIONS:

EPN Region connections annual work turnover - £50m

PRINCIPAL ACCOUNTABILITIES:

16. Responsible for estimation of all EPN Major Connections projects,
17. Liaison with Alliance Delivery Members, Framework Suppliers, the project team and other members of the Alliance estimating team.
18. Ownership and production of the projects Appendix B Target Budget.
19. Pricing and estimating subject matter expert providing advice on techniques, durations and strategies for Appendix B CU builds.
20. Work within the existing estimating team to introduce a best in class way of working on pricing and estimating activities across UK Power Networks Capital Programme.
21. Mentor members of the project team to ensure work is carried out consistently and in a professional manner.
22. Evaluate options or alternatives with the Project Manager.
23. Comply and work within with company estimating guidelines and procedures.
24. Ensure compliance with all legislation and industry standards.
25. Main contributor to the analysis of technical work scope, working with technical subject matter experts and using industry knowledge to create best value for money estimates.
26. Work with the Risk Manager to ensure Appendix B includes accurate estimates of risk.
27. Responsible for the checking of accuracy and completeness of Alliance Delivery Member and Framework Provider returns.
28. Review project programmes and provide recommendations to the project team.
29. Identification and elimination of hazards following the methodology of CDM for all projects (CDM notifiable or not).
30. Talk at senior management level to demonstrate the robustness of proposed forecast values.
31. Cost benefit analysis scenarios.
32. Knowledge of local market values to ensure accuracy and value for money in estimates that are received.
33. Help with cost control of materials and OEM pricing.
34. Indirect cost forecasts (outturn costs / construction costs).
35. DLO estimates.
36. Core work is estimating the prospective costs and mandates for projects.
37. Population of a new estimating database.

NATURE AND SCOPE:

You will be part of the EPN Major Connections team, and the wider Alliance Capital Programme estimating team responsible for the commercial pricing and estimating throughout the business. Capital Programme is made up of three regions (SPN, LPN and EPN) each split between Major Connection and APP portfolios.

You will work from the Bury St Edmunds office but UKPN may send you to visit sites or other UKPN offices.

We would expect attendance at weekly estimating meetings to ensure coordination of estimating activities with other members of the estimating team and Alliance Delivery Members.

SKILLS, QUALIFICATIONS AND EXPEREINCE:

SKILLS

38. Live in commutable distance of Bury St Edmunds
39. Numerical skills.
40. Good computer skills.
41. Understanding of programmes (P6 and Microsoft Project).
42. Good commercial awareness.
43. An awareness of data confidentiality (working in the regulated part of the business).
44. Work with external engineering organisations and customers/partners representing the company to best effect.
45. Must have team working ethic and customer focus.
46. Understand construction drawings and design specifications.
47. Understanding of the planning and sequencing of the construction of projects.
48. Understanding of the process of procuring Subcontractors or suppliers.
49. Compile information for submission to clients.

QUALIFICATIONS

50. Will hold a formal qualification related to Civil, Mechanical or Electrical Engineering or equivalent.
51. HND or Bachelor's degree in an industry-related field, such as Construction Management, Engineering or equivalent.
52. Must be willing to attend safety courses and hold safety certificates.

EXPERIENCE:

53. Experience estimating multi discipline Civil, Mechanical, Structural and HV & LV electrical projects.
54. Experience estimating complex work packages.
55. Experience in electrical power installations and techniques.
56. A sound understanding of Construction Design Management (CDM).
57. Have knowledge of HV & LV installations and switchgear (not essential).
58. Willing to work hours to suit deadlines.
59. Willingness to travel on occasions.
60. Review and understand Primavera P6 programmes and Microsoft Project.
