The Property and Support Team focuses on supporting customers with housing needs in a climate of high demand for social housing. The team has an opportunity for a Lettings and Sales Officer to manage advertising and letting of social housing in Wiltshire and oversee the choice-based lettings service, Homes4Wiltshire.
Main duties of the job
As a Lettings and Sales Officer, you will be responsible for leasing council homes, supporting Housing Provider Partners in efficient home allocations, and managing the sale and resale of low-cost homes. Responsibilities include handling customer inquiries via phone, email, and website, resolving routine issues, and maintaining the housing register system.
We seek a candidate who is customer-focused, friendly, highly computer literate, and passionate about improving housing conditions. Experience in customer service, housing, and analytical work is preferred.

Job responsibilities
* Coordinate advertising and letting of Wiltshire Council homes, making effective, timely, and lawful allocation decisions in line with the council’s Allocation Policy, liaising with relevant departments.
* Support sellers of shared ownership, discount market sale, First Homes, and other low-cost home ownership products, ensuring compliance with planning agreements and council policies, and liaising with development management and legal services.
* Conduct interviews with potentially vulnerable customers to assess their needs and ensure appropriate re-housing.
* Make referrals for customers needing additional care/support to ensure tenancy sustainability.
* Work across teams to promote sustainable lettings, participating in case conferences as needed.
* Facilitate panels for Extra Care Housing to ensure customers in greatest need are prioritized.
* Collaborate with professionals like occupational therapists and social workers to utilize adapted accommodation effectively.
* Coordinate advertising of homes, approve new build and sensitive lettings plans, and liaise with advertisers to maximize successful nominations and sustainable communities.
* Ensure homes are effectively advertised and let, minimizing shortlists and re-advertising.
* Promote the council’s allocation scheme widely.
* Maintain accurate housing register data, updating customer needs and conducting annual reviews.
* Create and circulate advertising newsletters, highlighting homes meeting specific needs.
* Manage incoming documents, ensuring proper filing and circulation.
* Maintain spreadsheets and databases for analysis and reporting.
* Support team meetings, including minute-taking.
* Implement trauma-informed and strengths-based practices with customers.
* Support the private rented sector engagement and system support officers as needed.
* Participate in induction and training, promote safeguarding, and undertake ongoing professional development.

Person Specification
Experience
* Relevant practical experience, ideally over two years in a housing role.
* Understanding of procedures, working practices, and specialist functions related to housing.
* Excellent ICT skills, including Microsoft applications and specialist systems.
* Strong communication and interpersonal skills.
* Customer service experience, especially in handling inquiries.
* Ability to work within a team to meet targets and deadlines.
* Good planning, organizational, literacy, and numeracy skills.
* Experience with complex equipment relevant to the role.
Qualifications
* Qualified to HNC level or above.
* Knowledge of housing allocation, choice-based lettings, and social housing provision.
* Up-to-date knowledge of legislation and guidance on vulnerable adults safeguarding.
* Understanding of public sector services, welfare benefits, and local housing services.
* Commitment to equality and diversity.
* Minimum two years’ experience in housing.
* Emotional maturity and sensitivity in dealing with challenging situations.
