About our Enabling Services team: The Enabling Services commercial team provides both sourcing and contract management activities for various internal DIO work streams. Our customer portfolio consists of high volume, lower value commercial requirements for DIO business areas. The portfolio of customers we support includes (but is not limited to) Strategy & Planning, Estates, Chief Information Office (CIO), Data Exploitation (DEx), The People Team and Technical Services. The types of services that Enabling Services procure is varied and covers a wide range of subject matters. Some examples include Unexploded Ordinance (UXO) clearance, IT Cloud support services, Estate Management Plans, and Runway inspections. Why join us? Enabling Services is a fast paced, commercial team that delivers a wide range of commercial subject matters to a wide range of DIO customers. These commercial requirements often impact and influence higher profile and complex projects for Top Level Budget Holders (TLBs). Over the last 12 months, Enabling Services has transformed how it operates and has made huge improvements to how we work with, and collaborate with our customers. Over the next 12 months, we will be introducing more contract management to the team remit and we will continue to improve the way we work going forward. This is a very exciting time to be part of this journey and would enable successful candidates to become fully rounded commercial officers, by delivering the full commercial life cycle from inception, through to contract closure. We are a tight knit team, who although spread around the commercial hubs, regularly come together either virtually, or in person to collaborate, and learn from each other. We also actively encourage you to go out to meet and work closely with your customer portfolio, to build those crucial relationships. Person specification As a Commercial Practitioner in the Enabling Services team: You will be working in a customer focused workstream, delivering full lifecycle management of a portfolio of commercial requirements. You will work closely with the wider team, DIO colleagues, and senior stakeholders to develop commercial strategies and to support the development of statement of requirements and contract management plans You will be responsible for executing the commercial strategies for approved business cases to agreed timelines, updating customers on progress and raising any issues in a timely manner In addition, you will then contract manage these requirements ensuring that the supplier successfully delivers the business requirement, collaboratively working with business owners to handle performance and undertaking contract amendments as needed Responsibilities Delivering full commercial Life cycle outputs in line with the pipeline of commercial requirements within your workstream Developing and executing commercial strategies for a wide range of services and subject matters for internal DIO business areas Contract management of your portfolio of contracts monitoring and escalating any performance concerns, executing contract amendments in line with MOD/GCO policy, PCR 2015 and Procurement Act 2023 regulations Working collaboratively with your customers to provide accurate commercial advice and guidance on assurance processes to our customer portfolio, ensuring there is knowledge transfer to that business area Ensuring data quality is effectively managed within your workstream and identify any opportunities for improvement Essential Criteria You must become a qualified Commercial Officer to Practitioner Level within 18 months of joining the organisation. Allowances Commercial Market Skills Allowance 1500 (MSA) if eligible and certain conditions met. Employment Hours The post advertised is for 37 hours per week. However, the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees.
