Hallam's Hydrogen client is developing the first large low carbon hydrogen plants in the UK as a critical part of the HyNet cluster and central to the UK Governments ambitions for low carbon hydrogen and industrial decarbonisation. Located at the Stanlow Manufacturing Complex, the home of the client Fuels strategic refinery.
Assessing operational risks and reducing them to ALARP is a legal requirement for continued operation of the site. The Process Safety Team ensures adequate policies, strategies and technical process safety expertise on site to ensure regulatory and industry standard compliance. This role supports the client Organisation in the development and approval of the COMAH submission for the new Hydrogen Production Plants, working with the wider client Process Safety Team and influencing the Health Safety and Environmental performance of the wider EOUK organisation. The Process Safety technologist provides lead on technical safety support and advice to operations teams and client, contributes to the design, development and implementation of process safety programmes/initiatives, and guides the organisation to ensure COMAH compliance and ALARP risk management.
Working closely with the wider client HSSEQ team, operations, assurance disciplines and maintenance functions, the role requires holistic assessment of safety and environmental concerns to ensure compliance with EOUK's integrated management system and regulatory requirements.
Key Performance Indicators
* Delivery of the COMAH submission to the competent authority versus agreed deadlines
* Compliance with relevant regulatory requirements and industry standards
* Define processes and raise capability to deliver the EOUK and Client vision for an integrated business management system
* Support and development of HSE policies, strategy, procedures and improvement action plans
* Influence and support internal stakeholders on HSE performance and risk reduction
* Maintain effective relationships with the Competent Authority and industry associations for COMAH
Internal and External Interfaces
* Internal: Client HSSEQ Team, Operations and Maintenance, Projects and Engineering disciplines, and wider EOUK departments
* External: Competent Authority, FIUK, Hydrogen UK, third party specialists
Regulatory Obligations
* Incorporate COMAH requirements into EOUK's and Client management systems and ensure site process owners understand their responsibilities for compliance
* Assure that the Management System is effective, including standards and procedures, with ongoing review and update
* Act as focal point for technical advice, facilitation, training on safety topics (e.g., Hazardous Area Classification; Major Accident Hazard Risk Assessments; improvement plans to ensure ALARP)
* Serve as focal point for Learning from Incidents (internal and external)
* Drive excellence in safety standards to prevent harm to people, assets and environment from process safety incidents
* Maintain effective relationships with regulators and external organisations
* Act as intelligent customer when working with specialist third party contractors to ensure effective delivery of process safety studies
Engagement and Continuous Improvement
* Facilitate key process safety programmes and technical assessments
* Maintain and continuously improve key safety processes and practices
* Network with external Process Safety groups/committees to share best practices
* Participate in Process Safety Field Observations and Safe Visit programs
* Contribute to the site Goal Zero safety standstill program
* Lead and/or develop training on RAM, COMAH, and related topics with third-party providers
Systems and Documentation
* Monitor, assess and report process safety incidents and KPIs, including trends
* Assist with assurance programmes to monitor and audit systems and processes
* Fulfil the role of process safety specialist within the management system
* Ensure all plant modifications meet ALARP principles and are properly risk-assessed
Line Management / Middle Management
* Line responsibility for managing process safety activities
* Champion of business objectives and values
* Set and deliver leadership direction for the team to create a results-driven organisation
* Coach and mentor the team and support competency management
* Drive continuous development and a safety-focused culture
Qualifications
* Chemical Engineer or similar background
* Chartered Engineer Status
* Postgraduate process safety qualifications (desirable)
Experience
* Prior experience at or supporting an Upper Tier COMAH Site
* Experience in a similar role involving COMAH submissions and safety engineering
* Strong understanding of COMAH regulations and related compliance
* Practical experience with process safety methods and calculations preferred
* Experience with safety and environmental challenges in manufacturing preferred
* Exposure to integrated management systems preferred
