Job Description: Town Planning Officer
Our organization aims to provide a professional town planning service that supports community planning and housing priorities, fostering sustainable communities through effective place shaping and land use, aligned with our vision and values.
Key Responsibilities
1. Undertake land asset activities, including evaluation, estate studies, support for Transfer Schemes, and related planning applications.
2. Assist in housing-led regeneration and support the delivery of new housing developments, including mixed-use and mixed-tenure neighborhoods.
3. Support the Social Housing Development Programme by identifying and supporting schemes in areas of housing need.
4. Conduct Site Identification and Feasibility Studies in high-demand and rural areas with unmet needs.
5. Provide town planning advice.
6. Complete Housing Market Analyses and Housing Need Statements.
7. Ensure the annual production of Housing Investment Plans.
8. Liaise with local stakeholders to ensure holistic delivery of housing-led regeneration programs.
9. Assist local councils in community-led place shaping to build sustainable neighborhoods.
10. Work effectively within a motivated regeneration team.
11. Represent the team to external and internal stakeholders as required.
12. Ensure compliance with policies and procedures for governance within Land & Regeneration Services.
13. Produce reports and briefings on housing needs and regeneration programs.
People Management
* Collaborate with a small regeneration team to meet key objectives efficiently.
* Provide guidance and support to staff regarding priorities, targets, and performance objectives.
* Promote continuous improvement within the team through innovative working methods, maintaining service quality.
General Responsibilities
* Deliver high-quality internal and external customer service, maintaining strong stakeholder relationships.
* Comply with NIHE frameworks, policies, and procedures, including legal requirements on equality, health and safety, information governance, and procurement.
* Perform any other duties as assigned that align with the role's responsibilities and grade.
This role's responsibilities may evolve with strategic programs and projects.
Candidate Requirements
* Possess an RTPI-accredited planning qualification or an equivalent recognized by professional bodies such as IPI or RICS (P&D).
* Have at least one year's relevant experience in a planning environment.
For shortlisting, applicants must demonstrate experience in at least two of the following areas:
* Community-led regeneration participation and delivery
* Site identification and assessment
* Land asset management
* GIS proficiency for planning projects
* Possession of a full UK driving license or access to suitable transport to meet the role's requirements
Ideally, candidates should be members of RTPI or an equivalent professional organization, or be working towards membership.
