The remit of this job is focussed on practical, day to day job related support for all residents in the Speke area providing a welcoming, flexible, informative, accessible, and constructive service to all.

You will be at the heart of the delivery of a new hyper local employment hub in partnership with South Liverpool Homes. Our partnership has a focus on three key components: a community hub that provides a one-stop-shop for residents looking for work; saturation approach to boost engagement in employment support.

* Hours: Full time (37.5)
* Location: Liverpool, based in Speke
* Reporting to: Operations Director

Role Summary

* To bring employment support to the heart of the community, delivered from a community hub open to all who live there.
* To coordinate and build on the existing employment and wellbeing support offer delivered from the hub. Bring their valuable expertise to the project and jointly capture engagement data to demonstrate the true impact, creating a collaborative environment.
* To explore and try new ways to engage local residents, through community employment champions, finding new ways of ‘spreading the word’, building on networks already happening in the area, working on an outreach basis as well as locating in the centre.
* To build an excellent working relationship with the Neighbourhood Manager (LCC), local services such as police, health, CAB and others; develop excellent partnerships with key local agencies e.g. wellbeing, health, debt, housing, childcare, transport, welfare advice.
* To support the Hub-based Employment Coaches to provide intensive employment and wrap-around support, as well as managing a caseload of people, collectively managing an expected number of participants/caseload/volumes.
* Develop, implement and manage links to progression opportunities for residents e.g. Work Clubs, work experience, work trials, enterprise, training, further volunteering opportunities.
* To involve a range of other local employment services, e.g. UKSPF, Jobcentre Plus, Households in to Work, etc, always encouraging joint working.
* To plan and incorporate services or activities that support any resident with any employment need, from economically inactive, unemployed, and employed people.
* To suggest training for the team, to develop a coaching approach to support people to achieve their goals, overcome barriers to employment and wellbeing working towards good progression at work, into employment, further training, education or volunteering.
* To take a community-led approach e.g. to encourage residents to volunteer to champion and drive engagement, complementing the ability of HAs to help excluded groups access support.
* To oversee the day-to-day effectiveness of the Hub at the Reach. To make this the place residents are signposted to for support to find work.
* Day to day practices to ensure the smooth operation of the Hub with administrative support e.g. expenses, registration paperwork, mid point and completion reviews, employment evidence for funding claims where appropriate.
* Creating and maintaining processes to ensure the project remains compliant including but not limited to GDPR and funder reporting and requirements, supervising and monitoring staff performing these tasks.
* Recommend ways in which the hub can commission / partner with local orgs to deliver wellbeing support, on site or signposting to specialist agencies e.g. for support or training/qualification/employment opportunities.
* Create, adapt and deliver employment and wellbeing training sessions, contribute and share ideas and content for additional TLC training programmes, both on-line and in small face to face groups, including a series of workshops supporting people experiencing loss and transitioning to the new normal.

Employer Engagement

* Promote the CSR opportunities of working with the project to employers, to engage them in mock interviews, careers talks, guarantee job interviews, work club support.
* Actively encourage employers to come to the centre, to promote their vacancies on the Jobs Board and in newsletters and communications to people using the hub.
* Keep up to date on other local employment initiatives, promoting the work of the hub, seeking to share opportunities to sustain the programme longer term.

Communications

* Collate and produce information to contribute to newsletters, appropriate website material, including promoting through social media such as Facebook and LinkedIn.
* Attend appropriate networking events in the city to share best practice and promote TLC and to keep abreast of national/local developments regarding training and employability programmes including engaging with employers.
* Build strong collaborative relationships with partners delivering from the hub. Get their buy in for the project with regular updates, create a partnership environment.

Evaluations and Monitoring

* Provide regular reports to the Operations Director as advised ensuring all agreed paperwork is accurately completed, for timely reporting.
* Work with partner organisations supporting the project to ensure accurate data recording, producing monthly reports detailing progression to profiles and targets.
* Attend 1-1 supervision meetings with the Operations Director.

Person Specification

* You have project management experience.
* You are accurate in creating, following and applying processes and keeping accurate records using online tools such as CRM, data, outcome reporting for Management Information systems.
* You have excellent written communication skills, for MI reporting as well as supporting the creation of external communications that are simple and understandable.
* You have experience in staff supervision, including quality assuring their work is accurate, compliant with funding rules, and up to date.
* You can motivate a team to be creative and achieve ambitious targets.
* You have trained staff to adhere to established processes and record keeping.
* You understand and can demonstrate how you align with TLC’s values; you embody the values and communicate these through all you do.
* You have a proven employability experience achieving measurable impact.
* You have the practical skills to coach people into work; you can create bespoke CVs and help people understand different approaches to finding work.
* You can deliver workshops to small groups and support staff to do this.
* You are skilled at coaching conversations within your team and foster an open coaching environment.
* You foster well‑organised and enthusiastic team working, with the ability to run a busy Hub, helping the whole team achieve its aims, taking care of wellbeing and safety.
* You can build excellent partnership relationships, keeping partners on board with the vision and how they contribute to achieving ambitious aims.
* You can coalesce people around a clear, shared vision and secure their positive contributions.
* You understand the importance of strategies that promote EDI to build an inclusive service in the Hub.
* You have experience of supporting people whose first language is not English.
* You can lead, design and deliver effective outreach and engagement to meet targets; you can get around independently and effectively in the Speke/Garston community.
* 12 months or more previous line management experience.
* Employability‑related qualification (e.g., IAG, membership of IEP, Careers advice and guidance) or evidence of continuous professional development.
* Experience or knowledge of Speke/Garston partnerships.
* Driving licence and access to a car.
