Strategic Planner
Location: Chorley, Lancashire
Salary: £35,000 -£45,000 + £6,000 Car + 20% Bonus
Penguin Recruitment is delighted to be supporting a leading residential developer in their search for a Strategic Planner to join their growing Strategic Land team based in Chorley.
This is a fantastic opportunity to join a highly successful planning and land function, supporting the identification and promotion of strategic sites across the North of England. The team plays a crucial role in ensuring that a significant portion of homes are delivered through the company’s long-term land portfolio.
The Role:
You will work closely with the Senior Strategic Planning Manager to develop and implement planning strategies for both current and future sites. The role involves Local Plan promotion, preparing and submitting planning applications, and advising on planning-related matters to support business growth and delivery targets.
Key Responsibilities:
1. Undertake planning appraisals for new land opportunities
2. Support the development and implementation of planning promotion strategies
3. Prepare and manage planning applications for residential and mixed-use developments
4. Monitor Local Plans, policy changes, and national legislation
5. Submit representations to emerging policy consultations
6. Attend consultation events, planning committees, and project meetings
7. Build and maintain strong working relationships with planning officers, consultants, and stakeholders
8. Provide planning advice to support site acquisitions
9. Assist with budgeting and forecasting for consultancy expenditure
10. Advise on S106 and CIL implications
11. Maintain accurate records for the strategic land bank
What We’re Looking For:
12. RTPI-accredited degree in Planning or a related field
13. Minimum of 2 years’ experience in a planning role (housebuilder, consultancy, land promoter, or local authority)
14. Strong understanding of planning policy related to residential development
15. Experience preparing Local Plan representations and/or planning applications
16. Excellent research, writing, and organisational skills
17. A proactive and solution-focused approach
18. Full UK driving licence and willingness to travel across the North of England
