Overview
We are seeking a knowledgeable, hard-working IT Procurement Manager to join the One Lancashire and South Cumbria team, hosted by East Lancashire Hospitals NHS Trust. You will provide dedicated procurement support to all Trusts within One LSC.
Responsibilities
* Identify, develop and deliver credible savings/work plans within the IT category and engage with stakeholders for corporate functions, ensuring procurement activity complies with public procurement legislation and Trust standing financial instructions.
* Lead procurement processes with suppliers to negotiate enterprise contracts across IT categories, including acquisition of software, hardware, and maintenance/support; IT managed services/outsourcing; and working with a variety of IT suppliers.
* Lead colleagues through all steps of the procurement process to ensure best value for money and mitigate risks; advise on efficient and effective procurement and act as a Trusted Partner with positive, collaborative stakeholder relationships.
* Negotiate with suppliers to establish commercially robust agreements.
* Support customers to deliver value for money on projects, ensuring legal compliance; contribute to the procurement strategy and deliver balanced scorecard targets (savings/efficiency, compliance, and customer service).
* Work within the Procurement tower to support the delivery of the procurement strategy and achieve One LSC objectives; source goods, equipment, materials and services that meet requirements with an integrated approach to procurement.
* Provide professional guidance on the procurement process, including EU regulations and required processes.
* Contribute to the One LSC procurement team strategy and direction, and support projects with timelines and outcomes for One LSC customers.
* Support the Senior Procurement Managers in developing and executing the Procurement tower and wider Lancashire Procurement Cluster strategy, ensuring clear communication and adoption by budget managers and clinicians.
* Lead on achieving local benefits from collaborative arrangements and ensure compliance with statutory and local policies, standards and procedures.
* Coordinate high-value quotations and tenders in line with Trust Standing Orders and Standing Financial Instructions; identify and deliver projects and efficiencies to achieve targeted performance.
* Collaborate with partner Trusts to analyse spend, control expenditure, understand markets and identify savings opportunities; ensure all contract data is captured on the One LSC contract register; record efficiencies as savings or cost avoidance.
Qualifications
* Essential criteria – Good general education including Mathematics and English at GCSE level 4 or equivalent; degree or diploma (CIPS or procurement related) or equivalent experience.
* Desirable criteria – Supervisory/management qualification or equivalent; project management qualification; willingness to complete CIPS or working towards.
Experience
* Essential criteria – Experience in a procurement team; staff management; corporate services procurement covering IT areas; successful project management delivering on-time and within a varied portfolio; contract, stakeholder and supplier management; working with diverse stakeholder groups; experience negotiating complex contracts; sound knowledge of contract management; knowledge of procurement and supply best practices; ability to deliver savings opportunities in a busy, target-driven environment.
* Desirable criteria – Public sector or NHS procurement experience; knowledge of UK procurement legislation/tendering; experience using online tendering platforms (e.g., Atamis); delivering demanding savings targets through procurement activities.
