Head of Highways & Transport
Location: South West, Hybrid
Contract: 6-months ongoing
Pay: Inside IR35 - Negotiable
Our client, a local authority in the South West, is seeking an experienced Head of Highways & Transport to lead, plan, and be responsible for the Highways and Transport department. This role plays a crucial part in supporting and underpinning the successful delivery of corporate priorities and outcomes, ensuring continuous improvements across all aspects of the service.
Key Responsibilities
1. Identify the strategic direction of the department to meet the growth and regeneration ambitions of the Council.
2. Develop and deliver the highways capital programme and major projects, overseeing large programmes of work to agreed outcomes and sound financial management.
3. Provide visible and engaging leadership for the service, embedding an effective work culture focused on performance and continuous improvement.
4. Maintain effective partnership arrangements with key stakeholders, including other local authorities and governing bodies.
5. Manage and control the planning and implementation of improvements impacting the professional service and Council in areas such as Public Transport & Low Carbon Strategy, Traffic Management and Transport Policy, Highway Project Delivery, Highway Design, Transport Development Management, Highway Asset Management, and Professional Services Contract.
Requirements
6. Proven ability in successful change management, implementing new working policies and practices, and driving cultural and structural change to deliver improved services efficiently.
7. Experience in financial management, including budget formation, budget management, and project cost management.
8. Ability to manage high-profile projects and priorities effectively.
9. Demonstrable track record of developing staff, building effective teams, and leading multi-disciplinary professional staff to achieve organizational aims.
10. Experience in contract management and major scheme delivery.
11. Educated to degree level or equivalent, with a successful background and relevant experience at a senior management level in an appropriate, related work area.
12. Chartered membership of a relevant professional body such as ICE, CIHT, IHE.
