Director of People & Organisational Transformation
This is an exciting opportunity to become a key member of our Corporate Leadership Team and shape the future of our Borough. You will work collaboratively with Elected Members, colleagues across the Council, and external partners to bring our Corporate and Community Plans to life. Salary: £95,495-£101,255.
Locations and working arrangements: The post-holders normal place of work will be between Antrim Civic Centre, 50 Stiles Way, Antrim, BT41 2UB, and Mossley Mill, Carnmoney Road North, Newtownabbey, BT36 5QA, or any Council location as reasonably directed. The role may involve travel to other locations to fulfil duties. Normal working week is 37 hours, Monday to Friday, 9am–5pm. The post-holder may be required to attend Council and Committee meetings and to work unsocial hours when required. Other conditions include a full current driving licence or access to suitable transport if driving is impeded by a disability.
Main purpose of the job
Maximise synergies, benefits and outcomes in relation to the Corporate and Community Plans through effective cross-departmental cooperation and collaboration. Provide effective leadership as part of the Corporate Leadership Team and influence policy and strategic decisions related to the Directorate and services and facilities. Lead and develop departmental staff and provide direction on corporate issues as a CLT member. Identify, monitor and analyse trends in social policy and the wider environment to inform the Council’s delivery of its vision. Recognise the Council’s civic and community leadership role and influence public policies affecting residents.
Responsibilities
* Ensure the strategic management and development of the Council as a customer- and performance-focused organisation, supported by effective use of resources.
* Advise and guide the Chief Executive and the Council on policy formation, development and application for the Directorate and services.
* Manage, motivate, develop and empower all departmental employees to achieve strategic and operational objectives.
* Provide leadership on corporate issues within the Directorate and as a CLT member.
* Identify, monitor and analyse trends in social policy and external factors to anticipate opportunities and implications for the Council.
* Influence and scrutinise social and wider public policies that impact residents’ quality of life.
Qualifications
* Essential
* A relevant degree or equivalent qualification.
* CIPD professional membership (Chartered Member or Chartered Fellow).
* Experience
* Senior management level experience in a unionised organisation with at least 200 employees and an annual budget of at least £10 million.
* Can demonstrate 4 years of senior management experience in a strategic People and Organisational Transformation role, including:
* Providing effective leadership of a progressive HR/People Strategy.
* Leading a change and transformation programme within budget to develop people and corporate performance.
* Leading and managing a multi-disciplinary business unit/service and building influential relationships at Executive/Board level.
* Interpreting policy, legislation and data to inform strategy and corporate decisions.
* Desirable
* Experience in managing and implementing the legislative framework governing a public sector body.

* Full current driving licence or access to suitable transport to enable duties where driving is required.
