The Role

The Digital Transformation and Operations Functions delivers high quality digital infrastructure and/or applications services and non-clinical support functions that meet the immediate and future needs of the staff and patient population in Lanarkshire.

Through a Head of Digital Services the Digital Services Manager is accountable for the day to day management of their Service Area, including responsibility for its performance, resources and activities.

Responsible for providing specialist technical and managerial input to the department’s strategic structure and for contributing to the development of the future operations strategy.

In addition to Departmental business the Digital Services Manager, directed by a Head of Digital Services, is expected to work on a range of service specific and NHSL wide issues.

What we'll need you to bring

Qualifications:

1. Masters Degree in a relevant technical discipline,
2. Fornal certification in the following specialist areas:IT Service Management,Project/Programme Management.

Experience, Competencies and Personal Skills:

3. Extensive experience in IT service management in the NHS or another complex multidisciplinary public or private sector organisation.
4. In depth, specialist expertise in complex information systems acquired through formal training and experience over an extensive period of time.
5. Demonstrable experience of managing in a large, complex health organisation during a period of change.
6. Experience in staff management/development and cross-functional/multi-disciplinary working at peer level e.g. working within a Health and Social Care Digital Group consisting of NHS and Local Authority staff.
7. Extensive people and financial management capabilities e.g. line management, financial management.
8. A significant and demonstrable track record of success in the management of service improvement, in the delivery and monitoring of technical operational services, in the planning and delivery of successful organisational change and in proactive partnership working internal and external to the NHS.
9. A high level of performance in the leadership behaviours identified as crucial within NHS Scotland such as working in partnership, learning and development, caring for staff, improving performance through team working, communicating effectively, improving quality and achieving results.
10. Detailed understanding of industry best practice, current and emerging technologies.
11. Full, valid UK/EU/EEA drivers licence.

It would be great if you also have

12. Demonstrable experience in leadership and change management in a large complex organisation with practical experience of managing a skills based staff.
13. Expertise in IT Service Management and Application Development disciplines gained through extensive experience in the application of knowledge from academic study into operational management activities.
14. Extensive people and financial management capabilities, e.g. line management and financial management.
15. Extensive knowledge and experience in managing operational budgets in a public sector context.
16. Exceptional programme management skills, including the ability to effectively deploy resources and manage multiple highly complex programmes of diverse scopes in a cross-functional environment, e.g. Health and Social Care.
17. Significant demonstrable senior management experience within a large and complex organisation.
18. Delivery of major/complex projects to time, cost and quality.
19. The post requires advanced use of computers and software including highly developed knowledge of data capture, analysis, business intelligence, and business support packages and products.
20. Broad understanding of health and healthcare national policy frameworks.
21. Effective and confident communication skills are required to present, advise and defend analysis, procedures and standards to a senior audience.
22. Ability to negotiate and influence change.
23. Excellent analytical skills.
24. Ability to demonstrate the critical leadership behaviours, identified as essential to achieving success within NHS Scotland.

Location and Working Pattern

This role will be based in Digital Services (eHealth) within Kirklands - NHSL Headquarters.

The working pattern for this role Monday-Friday 9:00 am - 5:00 pm.
