The Shared Technology Officer for Virginia Peninsula and Paul D. Camp Community Colleges will provide senior leadership aligning technology vision with business strategy by integrating business processes with the appropriate technologies. This position is responsible for local day-to-day technology operations, related technology infrastructure, information services, and information security. This individual maintains existing college systems while providing direction in all technology-related issues supporting information operations and the VCCS mission. This position will further assist the VCCS Assistant Vice Chancellor for Infrastructure, Network Security and ITaaS in planning, implementing, managing, and administrating the college information technology program.
The successful applicant will have management capability related to the effective planning, development, and implementation of a highly technical and complex information technology infrastructure in a higher education environment.
The Shared Technology Officer Provides:
1. Strategic Leadership and Comprehensive Management: Leads strategic planning, organization, staffing, coordination across significant functional areas, implementing service enhancements and assessing operational effectiveness.
2. Expertise in Leadership and Functional Knowledge: Utilizes extensive management and leadership knowledge strategically across major assignments and responsibilities, leveraging deep functional expertise to oversee and enhance service quality and efficiency.
3. Engagement and Guidance: Maintains essential interactions with internal and external stakeholders to effectively meet their needs while providing pivotal guidance to managers, influencing team culture and performance.
4. Management of Key Organizational Unites; Manages major organizational unites effectively, ensuring responsive, high-quality services. Directly contribute to the colleges through strategic definition and execution, impacting the educational environment significantly.
Minimum Qualifications:
Considerable Knowledge of:
5. Technology environments, including telecommunications, networking, programming, media, server technologies and desktop tools.
6. Industry IT security standards, applicable laws and regulation, best IT policies, practices and procedures.
7. Computer systems characteristics, features and integration capabilities.
8. Data processing, hardware platforms, enterprise software applications, including Oracle-PeopleSoft ERPs - HR, Finance, LMS, Student Information, etc.
9. The organization's goals and objectives.
10. Project management principles
11. Virginia's IT-related governmental and reporting requirements.
Working Knowledge of:
12. Higher education business functions, specifically community colleges.
13. Procurement systems in Virginia (eVa).
14. Higher Education Equipment Trust Fund (ETF) from the State Council of Higher Education of Virginia (SCHEV).

Experience Required:

Experience and a deep understanding of and management capability related to the effective planning, development and implementation of an education environment with highly technical and complex information technology infrastructure and that of two medium-sized colleges within the overarching structure of the VCCS ITS System.
40. Extensive experience managing and/or directing technological operations.
41. Extensive experience working in the higher education industry.

43. Technical experience with systems networking, databases, web development and user support.
44. Proven experience in planning, organization and development.
45. Experience with Higher Education ERP (especially Oracle-PeopleSoft).
46. Proven track record motivating highly skilled technical staff to work together as a team and accomplish complicated tasks.
Education Required:
Education and/or coursework completed in Information Systems, Computer Science, Business Management, Information Security and other technology related subjects.Additional Considerations:
