Oxford Street Development Corporation (OSDC) is expected to be established by 1 January 2026 as a new Mayoral Development Corporation–part of the GLA Family–to drive the transformation of Oxford Street.
About The Role
* Lead the day‑to‑day delivery of OSDC’s statutory responsibilities for the production, consultation, examination and adoption of the Local Plan and the development of planning policy and guidance.
* Manage the planning policy team, support the Director of Planning and deputise when appropriate, representing OSDC at a senior level.
* Provide high‑level technical leadership and coordination on research and policy development to address strategic planning and spatial trends.
* Advise the OSDC CEO, Chair of the Board, Chair of the Planning Committee, Mayor, Deputy Mayor, GLA advisors, Assembly members and senior GLA officers on spatial planning issues.
* Represent the Corporation externally on strategic planning and policy issues.
Your Day‑to‑Day
* Provide technical leadership to set up and manage an effective, high‑quality planning policy service, contributing to the Local Plan, CIL charging schedule and associated guidance.
* Consult with the community and stakeholders through the Local Plan and initiate debate on strategic land‑use issues.
* Oversee the commissioning or procurement of technical evidence for the Plan and public examination.
* Keep abreast of new developments, best practice, and planning reform to advise authoritatively.
* Coordinate policy alignment with adjacent authorities and support OSDC strategy implementation.
* Procure and manage consultants, maintain budgetary oversight, and influence future resources.
* Engage with government, boroughs, GLA bodies, consultants and academic institutions on strategic policy issues.
* Establish effective management arrangements and performance frameworks for the policy team.
* Lead the production and implementation of the OSDC Community Infrastructure Levy charging schedule.
* Oversee CIL and Section 106 collection, reporting and spend.
* Communicate specialist advice to OSDC Board Members, Planning Committee, Mayor, Assembly, local councillors and senior management.
* Manage teams to meet corporate objectives, establishing performance measures.
* Operate within legislative and operational frameworks (Localism Act, Planning Regulations, Health and Safety Law, Equalities).
Skills, Knowledge and Experience
* Membership of the Royal Town Planning Institute (or equivalent) or a relevant degree in Town and Country Planning.
* Extensive experience leading teams of planners in a senior planning role.
* Detailed knowledge of national, regional, London‑wide and local planning processes, legal processes and policy trends.
* Proven ability to develop relationships with a wide range of stakeholders, including statutory and non‑statutory organisations.
* Excellent track record of giving high‑level professional advice on complex or sensitive issues and communicating effectively.
* Excellent appreciation of current and future development trends.
