Role - Head of Highway Operations
Rate - Inside IR35
Initial 6 month contract - 4 days p/w
Provide vision, strategic direction, and visible leadership for the Highway Operations Service, ensuring delivery against service plan outcomes by providing a safe, innovative, efficient, and effective service.
Overall accountability for the safety and wellbeing of employees, contractors, and those interfacing with our service. Develop and promote a mixed economy delivery model, ensuring sustainable succession planning and value for money outcomes.
Key Responsibilities:
* Lead the Highway Operations Service in construction, maintenance, and related tasks on the highway network. Act as a figurehead for Highway Construction Services (HCS).
* Deputise for the Assistant Director Highways Delivery when necessary.
* Enhance the reputation of the service internally and externally as a trusted operations provider, driving improvement based on stakeholder feedback.
* Ensure projects and activities are delivered according to best practices, standards, and specifications, utilizing resources effectively.
* Manage risks proactively using the corporate risk management framework and industry best practices.
* Deliver adverse weather and emergency works services, including winter maintenance, outside normal hours.
* Ensure health, safety, quality, and environmental standards are maintained, fostering a culture of continuous improvement.
* Develop a business model for long-term sustainability, maximizing value for money and maintaining a skilled internal workforce.
* Create and manage a resourcing strategy, including succession planning and talent management.
* Provide technical and strategic leadership across highway areas and construction supply chain management.
* Develop, procure, and operate frameworks and long-term partnering strategies for construction and maintenance services.
* Operate a commercial function controlling costs, estimating, and contractual compliance within governance frameworks.
* Support delivery of tasks for other services in the Place directorate and collaborate with external partners to add value.
* Seek opportunities for collaboration and continuous service improvement based on feedback.
* Implement feedback systems on time, cost, and quality metrics, managing risks proactively.
* Conduct process audits and value-for-money assessments, implementing improvement plans as needed.
* Maintain a procurement pipeline with corporate procurement, ensuring compliance.
* Engage staff in preparing annual service delivery and Value for Money improvement plans.
* Maintain positive industrial relations with unions.
* Prepare and recommend budget proposals in collaboration with other heads of service.
