Responsibilities and duties of the Regional HSE Manager role
Reporting to the Safety Leader you will:
Collect and analyse Health, Safety and Environmental (HSE) data to monitor performance and report against agreed KPIs.
Act as the regional HSE lead across sites, promoting consistent standards and improving safety performance.
Provide visible HSE leadership through regular site visits, safety walkdowns and engagement with operational teams.
Manage and continually update the Top Tier Control of Major Accident Hazards Regulations safety report, ensuring Major Accident Hazards (MAHs) are identified, understood and effectively controlled.
Ensure full implementation of COMAH requirements, including emergency response arrangements, safety-critical maintenance and performance standards.
Maintain compliance with environmental permits and licences, including those issued under Controlled Activities Regulations, ensuring all conditions are met.
Build and maintain effective relationships with regulators such as the Health and Safety Executive, Scottish Environment Protection Agency, Environmental Health and Fire Authorities.
Lead and support investigations into incidents, near misses and external complaints, ensuring root causes are identified and corrective actions implemented.
Carry out monthly internal audits and targeted inspections based on safety observations and performance data, tracking actions through to completion.
Professional qualifications
We are looking for someone with the following:
NEBOSH
Degree or equivalent in a Science or Engineering or related discipline.
Full UK driving license and own vehicle (regular travel required).
COSHH and CDM management.
Personal Skills
The Regional HSE Manager role would suit someone who is:
Strong previous experience within Top Tier COMAH?regulated environments.
Proven track record in coaching, performance monitoring and incident investigation.
Strong understanding of MoC, PTW, hazardous energy control.
Demonstrable experience managing HSE across multiple operational sites.
