Main duties of the job
* Assure data migration strategies and plans, ensuring GDPR compliance, data quality and the successful migration from Oracle's EBS to Oracle HCM, and from 3rd‑party applications.
* Collaborate with suppliers, user organisations and third parties to guarantee readiness and smooth execution.
* Lead assurance activities across planning, execution and post‑migration reviews.
* Lead assurance of data reporting across local and national organisations, consolidating reports onto Microsoft Fabric.
* Manage reporting requirements and contribute to governance boards.
* Matrix‑manage and develop a team of Senior Technical Analysts.
* Support continuous improvement and stakeholder engagement throughout the programme.
* Maintain role permanence with migration activities expected to run until 2030.
Qualifications
* Degree calibre with relevant in‑depth knowledge of the subject matter or equivalent experience.
* Evidence of continuous professional development.
* Foundation level qualification in an IT framework (e.g., ITIL, COBIT, TOGAF).
* Enhanced level qualification in an IT framework (e.g., ITIL, COBIT, TOGAF).
Personal Qualities, Knowledge and Skills
* Ability to influence, persuade and motivate others with confidence, and explain/justify decisions to senior stakeholders.
* Proficiency in common standards for software development, service management and governance.
* Strong understanding of operating models and ability to interpret complex or ambiguous information.
* Knowledge of the ITILv4 framework, including service management principles.
* Problem‑solving skills and ability to handle competing priorities.
* Highly developed analytical and problem‑solving skills, able to summarise complex information clearly.
* Knowledge of public sector digital delivery standards (e.g., Government Service Standards).
* User‑centred design principles to shape value‑based product innovation.
* Experience in delivering incremental and iterative continuous improvement for product life‑cycle maximisation.

* Engagement with public sector procurement professionals to support procurement activities.
* Interpreting strategy and aligning activities across service design, delivery and operations.
* Managing contracted suppliers against KPI and service‑management frameworks.
* Meeting user needs across various channels and applying strategic thinking to provide the best service for end users.
* Building relationships with a range of stakeholders to support business outcomes.
* Using iterative methods and flexible approaches to enable rapid delivery in a fast‑paced environment.
* Business and financial planning, prioritising spending and resources based on ROI.
* Managing the operational process of designing and running a product or service across its entire lifecycle.
