Regional Delivery is a large, complex, and geographically dispersed operation within the DIO covering circa 58,000 assets, across over 500 sites and 275,000 Ha of freehold and leasehold estate in the UK and a further 580,000 Ha overseas; with a multitude of multi-million contracts to manage. We deliver soft and hard facilities management services including building, maintaining, and servicing the majority of MOD's built assets in the UK and overseas and managing the MOD's training estate tenanted estate and USVF Built estate. The RD Central region is one of the main delivery areas of the DIO, focusing on delivery of Hard and Soft Facilities Management throughout the region, operating from 6 defined areas with sites stretching from Hadrian's Wall, in the North, down to the Thames Estuary and across to the Bristol Channel, in the South, and from the coast of East Anglia across to West coast of Wales. It includes the complexities and strategic importance of 4 Aircraft Main Operating Bases, the Defence Animal Training Regiment (DATR) and key Training sites for both RAF and Army as well as the Defence Medical Rehabilitation Centre (DMRC); supporting injured service personnel. Hard FM is delivered through a single NEC based contract for the whole region. Soft Facilities Management is delivered through a separate sector leading Soft Services contracts. Having day to day contact with our customers as we focus on delivery of outputs and providing exemplar professional estates advice to all of our customers. We are looking for a dedicated, hardworking and enthusiastic Contract Change Manager (CCM) who will be responsible for supporting the Regional Support Team Assistant Head in providing the leadership to RD Central, managing strategic customer and supplier relationships through contract changes, driving improvement and value within the business and for the customer, leading and planning for current contract expiry, and new contract mobilisation activities. The post holder will ensure that appropriate regimes are in place so that the incumbent contractors meet their legal and contractual outputs to support the Defence and site needs, as well as ensuring new contractors are aware of their responsibilities following contract award. The CCM will work closely with DIO Operational colleagues and Service providers to develop effective demobilisation and mobilisation plans and critical paths/activities to meet the changing and evolving needs of the business. Responsibilities will include producing and maintaining a comprehensive communication strategy to keep customers informed and engaged throughout the Change process. The CCM will further seek out opportunities to drive improvements in the performance of the business and become a subject matter expert in the terms of new and current contracts. It is critical to work closely with customers and providers to develop value optimisation plans to ensure that the MOD is gaining the maximising value from its current and future contracts. Person specification We are seeking someone with: Experience of managing complex change programmes to successful outcomes Experience of mobilising and demobilising contracts Strong written, verbal and interpersonal skills with the ability to communicate effectively Proven experience of delivering at pace and working well under pressure Experience of working to conflicting or changing deadlines and time frames Responsibilities include but are not limited to: Assist in leading the Contract Change programme. Ensure a clear strategy and approach is in place that enables each contract/ project to be effectively and efficiently managed to expiry Put in place and monitor plans to ensure a smooth end to services and transition to incoming providers and DIO management team JRMPs (Joint Relationship Management Plan) to be developed and monitored throughout life of contracts Benefits realisation and LFE (Learning from Experience) following change in contracts to ensure we continually evolve our business to meet the needs of the customer base Engage with all SFM and HFM suppliers to share ourplans at the strategic and operational levels to ensure alignment in parties intent, priorities, and resources. Attend and provide secretariat function at customer liaison meetings as required. Attendance at the relevant Contract Change meetings across DIO RD (or delegation of) is a key engagement. Maintain, review and act upon the Contract Change risks to minimise the risk to the DIO, Customer, and MOD. Lead in the development of service delivery reports and approve for wider distribution within DIO and the customer base. Licences Due to the remote nature of some of our sites, that are inaccessible via public transport, a full UK driving licence is required.
