Head of Procurement
Whytematter are excited to recruit an experienced Head of Procurement for a well known company based throughout Northern and Southern Ireland. This role will be hybrid in their Enniskillen office (3 days per week in office and 2 days WFH).
The Head of Procurement is responsible for the development and management of a comprehensive, compliant, and high-performing procurement function. This includes leading and implementing procurement strategies, ensuring effective contract management, and enhancing procurement processes to align with digital transformation and sustainability goals. The role involves delivering strategic leadership and managing organisational procurement governance.
Key Responsibilities
Develop and implement an organisation-wide procurement strategy aligned with corporate objectives.
Oversee contract performance, manage and monitor the Contract Register, and ensure procurement KPIs are met.
Lead the ongoing development of the procurement function including tenders, procurement cards, support, training, and guidance.
Implement and maintain robust procurement policies and procedures.
Resolve escalated supply issues in line with organisational policies and legislation.
Provide strategic expertise in supplier negotiations and team capability building.
Collaborate with senior leaders to align procurement support with business objectives.
Develop and oversee a Corporate Procurement Plan in line with the organisation’s digital strategy.
Establish a Target Operating Model that ensures effective linkage between procurement enablers, processes, and governance.
Lead programmes for procurement efficiencies, particularly through digitalisation and sustainability initiatives.
Drive sustainable procurement in line with climate action plans.
Create a procurement framework that integrates social, economic, and environmental values.
Monitor supply chain resilience and report on key risks.
Support change management initiatives through procurement-related training and strategy development.
Ensure governance and compliance with relevant procurement regulations.
Lead transformational change initiatives, especially those involving digital procurement systems.
Deliver procurement training and promote compliance across the organisation.
Manage eTender processes to ensure transparency and effectiveness.
Oversee the purchase order process for accuracy and policy compliance.
Advise senior leadership on strategic procurement issues.
Provide direct line management to the Senior Procurement Specialist and oversee the performance of all procurement staff.
Manage the procurement helpdesk to support internal stakeholders.
Oversee the procurement budget and fulfil Budget Holder responsibilities.
Comply with and promote organisational policies on equality and training.
Person Specification
Eligibility Criteria
A degree or equivalent professional qualification in Procurement, Business, or Supply Chain Management.
At least 5 years’ experience in Public Procurement (or equivalent).
Chartered Institute of Procurement & Supply (CIPS) Level 6 registration.
Ability to travel to regional offices. Must have a full driving licence and/or access to transport.
Equivalent formal qualifications will also be considered.
Essential Criteria
Minimum of 5 years’ experience in a senior procurement role, with at least 3 years involving strategy development and corporate planning.
Experience engaging with internal and external senior stakeholders to influence procurement strategy.
Proven ability to manage staff and collaborate cross-functionally at senior levels.
Strong communication and presentation skills for senior audiences.
Analytical ability to assess procurement risk and improve processes.
Strategic awareness of procurement trends and best practices.
Confidence and authority to challenge and improve procurement practices.
Ability to manage priorities in a dynamic and fast-paced environment.
Desirable Criteria
MCIPS qualification
Experience in organisational change management
Understanding of cross-jurisdictional operations
Familiarity with organisational development/change management models
