Job purpose:
To manage the Programme and Strategies team, to lead on the project management of key corporate projects, the development and embedding of a programme/project management framework and structure that ensures sufficient oversight of corporate projects, the transformation journey including Local Government Reorganisation and leading on corporate risk, climate change and economic development.
Core accountabilities:
1.Development, implementation and monitoring of a programme/project management framework across the company.
2.Provision of strategic project management and risk advice and expertise to assist (including the Chair, Leader, and Cabinet), the Executive Leadership Team (ELT) and Senior Leadership Team (SLT) and individual services.
3.Provide effective oversight of key projects and programmes, ensuring alignment between the company's Plan, Directorate Plans and service delivery and that key strategies are implemented
4.Strategic co-ordination and delivery of economic development, including employment growth, inward investment and the deployment of funding streams in line with the company's Economic Development Strategy.
5.Lead development and delivery of strategies and plans relating to programme/project management, risk, economic development and climate change including promoting the development of a low carbon economy
6.Maintain the company's risk register, providing advice and updates to the ELT, SLT as required including escalation of key risks as required.
7.Champion the company climate change ambitions and drive the implementation of the Climate Change Strategy and Action Plan. Work towards a net zero position for the company by 2040 and contributing towards the our Plan.
8.Providing regular updates and reports to ELT and the project board in relation to corporate projects, ensuring they are informed of progress, risks and budgetary compliance.
9.Attendance at Cabinet and other Committees to present reports and respond to questions on complex and politically sensitive matters.
10.Lead and develop the Programmes and Strategies team, nurturing a culture of learning, continuous improvement and achieving outcomes.
11.To build and maintain effective relationships across the Directorate and wider company including officers and members.
12.Ensure staff have the necessary skills, support, and development opportunities to deliver a high-quality service.
13.Manage under performance through clear use of policy and process, setting clear objectives, providing support, and where necessary taking formal action.
14.Work in close partnership with your HR Business Partner.
15.Encourage a learning culture and positively manage the training and development of the Programmes & Strategies team.
16.Manage the financial monitoring and performance of budgets and resources effectively and in accordance with the company's Financial Regulations. Ensure that the service operates within agreed financial criteria and achieves best value in procurement and tender exercises.
17.Be part of or lead multi-disciplinary and corporate teams as needed to identify and make improvements to service delivery and performance.
19.Make sure that the Programmes & Strategies Team offers a customer-focused service using systems thinking principles.
