3 months contract with a local authority Job Purpose To provide strategic leadership and coordination for the delivery of a new Community and Neighbourhood Model across health and social care, with a strong focus on prevention and early intervention. The role will ensure effective partnership working between the Council, the Integrated Care Board (ICB), and the Voluntary, Community and Social Enterprise (VCSE) sector to deliver shared outcomes, meet statutory requirements, and support system-wide transformation. Key Duties/Accountabilities Lead and coordinate the delivery of the SCC / ICB / VCSE Community and Neighbourhood Model and associated strategy, supported by clear objectives and delivery plans. Ensure strong partnership working with statutory organisations, VCSE partners, professionals, carers, families, and communities to achieve positive outcomes. Align health and care activity with political, strategic, and financial priorities across the Council and the ICB. Support delivery of outcomes from the 2025/26 Better Care Fund (BCF) Review. Support the successful disaggregation of the Better Care Fund into East and West Surrey Unitary Authorities and the new ICB footprint. Essential Experience Required Significant senior leadership experience within health, social care, or integrated care systems. Proven experience working across complex partnerships, including local authorities, NHS organisations, and VCSE partners. Demonstrable experience delivering system transformation, service redesign, or large ‑ scale programmes. Essential Qualifications Required Degree or equivalent professional qualification in a relevant health, social care, public policy, or management discipline. Evidence of continued professional development in health, care, or public service leadership.
