The Housing Regeneration Team contributes to the strategic development of the Council’s HRA portfolio and takes the lead on borough wide housing development projects and partnerships. The role is to drive action to accelerate the supply of housing in the Borough at pace. We are seeking to take a leadership role in accelerate and drive the supply in the borough and not refer to the supply was below requirements. The role will also actively promote internally and externally the need for housing delivery at pace and provide information, advice and guidance to those with land to bring forward schemes. It will have a leading role in supporting the multi-disciplinary Regeneration and Development teams which will provide a governance structure to support the work programme.
This is a strategic, outward‑facing role where you’ll shape and influence the delivery of new affordable homes across the borough. You’ll work closely with housing associations, developers, community groups, and internal partners to unlock opportunities, remove barriers, and ensure Enfield’s housing pipeline is robust, viable, and aligned with our long‑term vision.
Your work will directly support the Council’s priorities around regeneration, placemaking, and social value.
Key Responsibilities:
1. Lead the Council’s enabling function to support the delivery of affordable and specialist housing.
2. Build strong partnerships with Registered Providers, developers, and public‑sector partners through RP and Developer Forums
3. Manage the Affordable Housing Framework
4. Assess development proposals, negotiate affordable housing outputs, and secure best‑value outcomes.
5. Provide expert advice on housing need, tenure mix, funding routes, and delivery models.
6. Oversee performance reporting, risk management, and programme forecasting.
7. Contribute to strategic housing policies, regeneration initiatives, and long‑term planning frameworks.
8. Champion innovation, sustainability, and community‑focused design in new developments.
