Sandwell Council is strengthening and expanding its borough‑wide Anti‑Social Behaviour (ASB) Service as part of a major investment to deliver a single front door, structured triage and clear locality accountability.
We are seeking a Community ASB Team Manager to lead our neighbourhood and environmental ASB function across estates, public spaces and town centres.
This is a strategic operational leadership role responsible for hotspot coordination, Town Tasking governance and the effective use of area‑based tools and powers. You will drive visible outcomes, strengthen multi‑agency problem‑solving and ensure residents see and feel the difference in their communities.
What You Will Do:
* Lead and develop ASB Senior Officers, Officers and Assistants delivering community‑based casework
* Chair and own Town Tasking processes, including intelligence collation, hotspot prioritisation and commissioning joint operations
* Oversee the lifecycle of area‑based enforcement tools including PSPOs, CPWs/CPNs and Closure Powers
* Coordinate visible operations and Immediate Justice activity in partnership with Police and other agencies
* Embed safeguarding, trauma‑informed practice and proportionate enforcement
* Drive quality assurance, performance oversight and continuous improvement
* Produce concise reports and present locality updates to senior leaders and Elected Members
* Work seamlessly with the Case Management Team Manager to balance demand across the mixed caseload model
Qualifications
* Significant experience leading or supervising neighbourhood or community ASB case‑holding staff
* Proven delivery of place‑based ASB responses, including hotspot and town centre problem‑solving
* In‑depth knowledge of ASB legislation, statutory guidance and area‑based enforcement tools
* Strong leadership, decision‑making and multi‑agency partnership skills
* Ability to use intelligence and performance data to prioritise and deploy resources effectively
* You must be able to work flexibly, including some evenings and weekends, and travel across the borough. The role involves lone working and oversight of complex and high‑visibility cases
This is a high‑profile role supporting a service managing complex community harm, safeguarding risk and statutory responsibilities. The successful candidate will be analytical, accountable and confident in driving continuous improvement.
