The Role
Civil Enforcement Officer - Bootle - Full Time; 40 hours per week - £27,476.80 per annum
Within this role you will be patrolling public streets, car parks, green spaces, and public parks. You will advise the public on where they can park safely and issue tickets to vehicles parked in contravention of the TMA 2004. You will help to maintain clean neighbourhoods by enforcing the Council's litter provision and the Public Space Protection Order through the issue of fixed penalty notices and report any other environmental issues. You will also handle general enquiries from the public. Though you will be issuing fines, this job focuses on creating a positive impact on the local neighbourhood and community.
Responsibilities
* You will play an important role in reducing traffic congestion, antisocial behaviour, and environmental crimes.
* You will be expected to issue tickets to vehicles parked in breach of the rules.
* You will keep a detailed log of violations and debrief incidents that occur during your shift.
* You will enforce local laws to protect the area from litter, dog fouling and other breaches of the Environmental Act and Sefton’s Public Space Protection Order. You will issue tickets/notices as required.
* You will walk between 10-15 miles a day in all weathers.
Qualifications
* Ability to deal face‑to‑face with members of the public, including challenging situations.
* Self‑motivated and capable of working independently or as part of a team.
* Reliability and stress resilience when dealing with potentially argumentative people or situations.
* Knowledge of environmental services is useful but not essential.
* Ability to write short factual statements and detail evidence for potential court or tribunal use.
* Basic PC skills, as you will use a handheld device daily.
* Over 18 years of age; a full clean driving licence is useful but not essential.
* Basic English and maths qualifications, or evidence of these from previous employment.
Full training including conflict management is provided, along with excellent career progression. Many current managers started as Enforcement Officers themselves.
A full DBS check will be applied for, and all applicants will be tested for basic maths and English at interview.

Shift pattern varies throughout the week: 08:00‑17:00, 09:00‑18:00, 11:30‑20:30. You will be required to work 3 out of 4 weekends and some bank holidays.
