Overview

The post holder will be delivering financial support to a number of projects. The role involves providing high quality financial assessments working closely with the operational/clinical team to support the delivery of revenue consequences of modelling. Reporting directly to the Head of Strategic Finance, the post holder will be a key member of the Finance Team ensuring that the use of resources is understood and maximised. The role demonstrates sound accounting and business knowledge, investment appraisal, analytical support and clear presentation of financial information to support projects. It also involves constructively challenging all aspects of financial and business performance and supporting enhanced relationships between finance and clinical and non-clinical teams in financial performance management, use of resources, cost improvement development, financial planning and education.


Responsibilities

* Support the construction of Business Cases.
* Support the construction of Medium and Long Term Planning.
* Interpret and explain financial performance.
* Analyse and identify financial risk in the organisation.
* Promote an environment of strong financial control within the Trust and challenge non-compliance and/or behaviour that disregards the Trust\'s financial principles, procedures and policies.
* Support the creation of a culture of performance management within the Finance Division that seeks and finds solutions to financial problems and maximises financial opportunities.
* Support the production of multi-layer financial medium/long term plans of the Trust, incorporating the effects of all risks and opportunities across the Trust. Work with data, facts and situations requiring analysis, interpretations and comparisons on a range of options.
* Support the delivery of the strategic finance function by providing future-focused project decision support, technical financial advice and business intelligence.
* Build effective internal relationships to challenge performance, decision-making and outcomes.
* Support with business case development including Five Point Case Approach, financial modelling, detailed financial analysis (including demand & capacity modelling), and investment appraisal to improve the quality of business cases and expediting decision-making, implementation and benefits realisation.
* Take responsibility for the accuracy of financial analysis and apply recognised investment appraisal techniques to proposals to improve decision making and ensure robust financial scrutiny.
* Support negotiation of commissioning agreements with external organisations to maximise income or achieve best value for money (e.g., local price reviews, PLICs/Reference costs).
* Support benchmarking and value for money audits to ensure best practice and optimal utilisation of resources in projects.
* Support the Trust in setting realistic and achievable waste reduction/efficiency targets and developing robust plans that maximise delivery, both annually and in medium/long-term plans.
* Identify and achieve waste reductions and productivity improvements using benchmarking and other data (e.g., PLICs, GIRFT, Model Hospital) that impact modelling.


Governance

* Support the maintenance of Standing Financial Instructions and internal financial control procedures to ensure they operate as designed and provide appropriate assurance on accuracy, completeness and anti-fraud measures.
* Ensure strategic financial risks are identified and assessed so adequate arrangements for managing them can be implemented.


Communication

* Support writing high quality papers/business cases on financial accounting, reporting and related issues with consideration of purpose, background, guidance (relevant accounting standards, laws and regulations, policies), materiality, analysis, risk, conclusions/recommendations.
* Present highly complex and sensitive financial information to small audiences of varying experience, disciplines and seniority.
* Represent the Finance Department and its interests at internal meetings/events as required, acting independently and effectively.


Service Delivery and Improvement

* Maintain up-to-date specialist knowledge of financial and accounting procedures, relevant legislation and financial policies (governmental and NHS).
* Analyse consequences and risks of short and long-term changes; communicate/escalate impacts clearly.
* Maintain understanding and compliance with Standing Financial Instructions (SFIs); provide training and advise staff; monitor compliance.
* Support innovative process review and improvement for strategic planning activities to ensure processes are up-to-date, efficient and standardised; ensure reporting solutions are effective; ensure financial systems are appropriate and well-used; governance is aligned and adequate.
* Contribute to and influence process improvement and transformation to meet financial requirements and maintain governance.


People Management and Development

* Support motivating staff to meet deadlines and targets, involvement in recruitment, training, appraisal and HR processes, and address disciplinary/performance issues.
* Support personal development of staff with regular appraisals and Personal Development Plans, ensuring mandatory training compliance.


Patient Care Delivery and Learning

Ensure the best use of resources to support patient care. Attend mandatory training updates; undertake development as agreed with line manager; participate in the Trust\'s appraisal process to deliver high-quality care and adapt to service changes.
