Police Digital Service (PDS) is recruiting on behalf of the NPCC National Data & Analytics Office - ) a dedicated national capability transforming data use in policing.

Starting at £60,000pa as a CJ Manager. This role is a Fixed Term for 12 months and you will be seconded from PDS into the NPCC & Data Analytics office.

This is an exciting opportunity to be part of a ground-breaking function within policing which will shape the future of data and analytics in UK law enforcement and help to utilise policing data to better protect the public. The NDAO will ensure:

* Responsible data use across law enforcement
* Improved data governance and standardised datasets
* Enhanced data analytics services to support operational decision-making
* Professionalisation of data roles within policing
* A more integrated data-sharing ecosystem across forces

The CJ Manager role within the NDAO is a national hybrid role supporting the NPCC Criminal Justice Coordination Committee and the National Data and Analytics Office (NDAO).

The post holder will lead strategic initiatives to improve criminal justice performance, foster cross-sector collaboration, and enhance analytical capabilities across policing. Acting as a key liaison between forces and stakeholders, the role drives innovation, ensures delivery of national priorities, and supports evidence-based decision-making through high-quality analysis and performance reporting.

Key Responsibilities

CJCC Responsibilities

* Provide support to the NPCC Committee in the delivery of the agreed Objectives set by the CJ Committee
* Build effective relationships with stakeholders, inc. CPS, HMCTS, Home Office, MoJ & forces to support delivery of the Plan and wider priorities
* Act as an effective conduit between forces, CJ stakeholders and delivery partners
* Provide advice and guidance to forces, through practice sharing events, workshops, peer reviews, roadshows, drop in sessions
* Analyse and update reports on progress against delivery, ensure that risks and issues are monitored on a regular basis and actively updated and mitigated against.
* Attend appropriate governance meetings/boards and to deputise or represent the CJCC where appropriate Work closely with NPCC Committees/Portfolio leads to support and enhance delivery of objectives in line with committee expectations.

NDAO Responsibilities

* Provide project management support and oversee the development of corporate supporting tools and techniques.
* Provide quality assurance against national standards in analysis for analytical support across the organisation to drive innovation and best practice.
* Take a key role in strategic planning for the NDAO to drive the changes needed to ensure join up between data and insight services and continuous improvement.
* Inform decision making around the prioritised deployment of the analytical capability to ensure effective analysis is undertaken and understood, and ensure analytical support is provided at a strategic, tactical and operational level, to mitigate threat, risk and harm.
* Adhere to all legal frameworks, Key working principles, policies and guidance relevant to the role.
* Liaise with external stakeholders including College of Policing, Home Office, APCC, HMICFRS and academic institutions to facilitate audits and inspections, inform external scrutiny, develop the evidence base and inform best practice.

What you need to succeed in the role

Knowledge

* Broad understanding of the criminal justice system and its challenges.
* Awareness of national policing priorities and multi-agency dynamics.
* Understanding of legal frameworks and data governance principles.
* Knowledge of strategic planning and programme delivery in a policing context.

Skills

* Strategic leadership and decision-making in complex environments.
* Strong stakeholder engagement and relationship-building.
* Ability to present complex information clearly to varied audiences.
* Skilled in producing structured reports, briefings, and presentations.
* Effective coordination and communication across national boards and forums.
* Ability to prioritise analytical outputs to deliver tangible outcomes.
* Problem-solving and initiative in managing risks and dependencies.
* Time management and expectation-setting through consistent communication.

Experience

* Proven experience delivering complex, multi-agency programmes within or alongside the criminal justice system.
* Demonstrated ability to lead performance improvement initiatives and influence national policy.
* Experience producing high-quality reports, briefings, and presentations for senior stakeholders.
* Familiarity with managing governance processes and aligning programme delivery with national priorities.
* Track record of building effective relationships with government departments, policing bodies, and partner agencies.

Working Arrangements

This is a remote role with occasional travel required to attend meetings.

All applicants must be eligible to undergo NPPV3 (Non Police Personnel Vetting Level 3) and SC vetting clearances. Successful applicants will require NPPV3 clearance to have been cleared before starting with PDS.
