Navy Safety Centre Pol & Strat SO2 Details of Organisation/Business Directorate The Navy Safety Centre acts on behalf of Fleet Commander (1SL’s Senior Safety Manager) to deliver the Navy Command (NC) Safety and Environmental Management System (SEMS) and associated safety culture improvement programme. It incorporates the Inspector of Explosives (Navy) and the Defence Diving Standards Team. The NSC functions are as follows: · PLAN: Defining and communicating NC-specific safety policy that complies with MOD HS&EP policy, Regulation and statutory legislation. · DO: Advising Accountable Persons on their application of policy and providing them with the tools (including safety reporting, analysis, performance and risk management tools) required to manage safety and environmental protection within their areas of responsibility. · CHECK: Providing assurance to 1SL, via Fleet Commander, of the effectiveness of the NC SEMS and leading Fleet Commander Safety Investigations as required. · ACT: Coordinating continual improvement activities to deliver the NC Safety Vision and to deliver the recommendations from assurance activities and investigations. Job Purpose - background and context To provide day to day management and co-ordination of the Navy Safety and Navy Safety Strategy 2024 (NSS24) improvement plan, the Navy Command Safety and Environmental Management System (SEMS), Safety and Environmental Management Plans (SEMPs) and Organisational Safety Assessments (OSAs). Plan and manage reviews of Duty Holding, safety performance measures and the pathway to substantial assurance across the command. RESPONSIBILITIES Specific responsibilities List specific responsibilities including any line management and budgetary responsibilities, noting the percentage of time spent on each. Responsibility Percentage 1. The Navy Command SEMS is encompassed in BRd10. This role manages the updating and publication of this BR and its Policy and Guidance Leaflets and answers questions across the breadth of the command. 15 2. To be the Coordinator for Navy Safety Strategy 24 (NSS24) 15 3. The pathway to substantial and beyond that full assurance is a growing requirement in NC and here the role is to look ahead and drive all the aspects of the area of responsibility towards this goal. The role ensures that all actions from the NSEB and FVEYs WG are captured into either the NSS24 or Teams task tracker and monitored to ensure completion. 15 4. To be the manager for the NSEB’s Continuous Learning for Excellence and Assured Resilience (CLEAR) Plan, tracking and encouraging progress and monitoring updates via the NSEWG and Directorate safety boards 15 5. The NSEB is held termly and is the top RN Safety governance meeting where the top 8 risks are agreed, and critical safety decisions made. The role supports the NC directorates in their requirements and monitors/encourages the completion of previous NSEB actions. 10 6. Each TL AP requires a SEMP. The role provides subject matter expertise to be called on by the safety practitioner community in the production and improvement of these important documents. 10 7. The management of change in the safety regime is performed though OSAs. The role provides subject matter expertise to be called on by the safety practitioner community. 10 8. The Safety FVEYs WG is held termly to share Safety knowledge across the community. The role manages ‘Defence Share’ which is the primary method by which documentation is shared throughout the FVEYs community. 5 9.
