In this senior role, you will help shape how decisions are made across a complex, multi‑workstream environment. You’ll work closely with senior leaders, providing clear, trusted insight that drives delivery and strengthens programme control. Operating within an enterprise PMO model, you’ll influence both embedded teams and central standards, ensuring consistency, quality and effective assurance. Aligned to the Project Delivery Capability Framework, this role offers the opportunity to operate at Practitioner to Expert level and make a visible impact on a high‑profile government programme.


Key Responsibilities

* Lead the programme‑wide governance, reporting and management information (MI) framework, ensuring consistent standards, controls and cadence across all projects and workstreams.
* Act as the single point of accountability for governance, reporting, MI and change control standards, tools and guidance.
* Drive continuous improvement across the PMO model, strengthening controls, improving MI quality, and increasing actionable insight.
* Design and deliver programme‑level governance forums that are purposeful, decision‑focused and supported by high‑quality, assured information.
* Produce clear, concise and insightful reporting for senior governance boards, highlighting trends, risks, dependencies, forecasts and required decisions.
* Ensure MI provides forward‑looking insight, early warning indicators and meaningful decision support, not just status updates.
* Maintain a single, accurate and timely source of truth for programme delivery performance, with robust assurance processes that build senior stakeholder confidence.
* Ensure performance data, forecasts and insights are well‑presented, trusted and consistently reflected across plans, baselines and reports.
* Resolve issues related to data quality, reporting cadence, prioritisation and programme‑wide performance control.
* Own and lead the programme’s Change Control framework, ensuring scope, cost, schedule and benefits changes are assessed consistently and governed appropriately.
* Chair or coordinate Change Control forums, ensuring decisions are evidence‑based, transparent and aligned to programme priorities and tolerances.
* Ensure all change impacts – delivery, financial, dependencies and benefits – are clearly articulated, accurately reflected in plans, baselines and reporting, and supported by a clear, auditable record of decisions for assurance, accountability and programme control.
* Lead and coordinate a matrix‑managed governance model, reporting and MI team, ensuring embedded resources align to central PMO standards and priorities.
* Provide functional leadership to governance, MI and reporting professionals, setting direction, building capability and supporting consistent high‑quality delivery.
* Ensure governance, reporting, MI and change control integrate seamlessly with risk, planning, assurance and benefits management to enable effective end‑to‑end delivery control.


Person specification

* Enterprise PMO & Digital Transformation Leadership Experience - Significant experience delivering large‑scale ERP or major digital transformation programmes, within an enterprise PMO environment including leading PMO, governance, or reporting teams across complex, multi‑project environments with diverse suppliers and delivery partners (Lead Criteria)
* Stakeholder Engagement - Strong track record of engaging senior stakeholders, acting as a trusted advisor to provide credible advice, challenge and assurance.
* Analysis & Insight - Excellent analytical and communication skills, able to translate complex delivery data into clear, actionable insights.
* Team Leadership - Experience leading and developing teams, including setting objectives, giving direction, supporting growth and managing performance.
* Managing Priorities in a Matrix Environment – Proven ability to influence, prioritise and manage workload across matrix‑managed resources, balancing programme standards with local delivery needs.
* Qualifications/Accreditation - Candidates must hold, or be willing to work towards, a recognised PPM practitioner level qualification (e.g. PRINCE2, AgilePM, MSP, P30 or equivalent) to be considered for this opportunity
